RECOMMENDED ACTION: DEPT. CITY A CITY N LIB Adopt Resolution No. 4Y- 138' approving the library's application for a Partnerships f Change grant in the amount of $40,000. ITEM EXPLANATION: The City Council has approved applications for Partnerships for Change Grants for th four years. This application is for the fifth and final year of the Partnerships for Chai grant program. These grants have supported the Library's Centro de Informaci6n ser which has been housed at Pine School for the past two years. Each year of the Cent1 operation has seen an increase in use of the facility and its resources. Exhibit 2, PRC REPORT NARRATIVE, JANUARY-MARCH, 1994, describes the use being made of the Centro. FISCAL IMPACT: Federal grant funds and in-kind contributions will support the Centro through Septen 30, 1995, except for the 3/4 time supervisor. That position has been included in the Library's General Fund budget request and has been absorbed by the Library with no increase in cost to the General Fund. The budget proposed in the grant application i! follows: Salaries/Benefits $23,900 Library Materials $ 2,637 Operating Expenses Telephone $1,000 P . The original plan for the Centro, developed in FY 1989-90, proposed that after fifth grant year the Centro staff would become part of the staff of the Cole Library. 1 plan was based on the expectation that the new library would be built by 1992, and the Cole Library would be remodeled and reopened, providing space for the Centro p and its staff. Since none of this has occurred, the plan now is to maintain the Centrc through the fifth year and, when grant support is terminated in September 1995, to i the program into the library's budget. The Council will have an opportunity to revie1 complete library budget in June and to consider how this program fits into the entire of services supported by the general fund. The Centro now has 3 weekly bilingual storyhours. 2)) Thirty-five children from the Centro participated in the library-wide Whale Art Contest in January. Six of the Centro's children were among the winners presented with awards in the City Council chambers. 3) ) In February, a Carlsbad police officer came to all the storyhours and spoke with the children about safety and the police role in the community. Children were able to look into a police car. 4)) The Sewing Club continues to be a popular activity at the Centro, with the participants learning to read directions, discussing homework and their sewing projects. 5)) In conjunction with the Children's Department at the Main Library, the Centro celebrated Multicultural Month in March. Two of the special programs during the month took place at the Centro: 1) Aztec dancers and 2) a Native American storyteller. 6)) A special St. Patrick's Day storyhour culminated in green milkshakes for the children. 7) ) Students and their teacher from Buena Vista Elementary School used the Centro after school during March to develop their science projects. For children whose dominant language is Spanish and whose parents have limited education, the Centro and its staff have become a critical resource in helping children formulate and research their school projects . The students had requested this event because they especially wanted instruction in Spanish in how to use the on-line computer catalog, All adult presentations and group meetings held at the Centro are preceded by a welcome and an introduction to the Centro by one of the staff. 2)) c) Community meetinqs and special events 1) ) Two Head Start parents' meetings were held at the Centro during the quarter, accompanied by informational programming arranged by the Centro. 2)) The community committee planning the annual Festejando a las madrecitas (Mother's Day) celebration used the Centro for its meetings during the quarter, 3)) A new group in the community, the High School Bilingual Parents, chose to hold its meetings at the Centro, as a convenient and comfortable location for the parents. 4)) The San Diego Council on Literacy is encouraging the development of Spanish literacy programs for Spanish-speakers throughout the county. The organizational meetings for northern San Diego County are held at the Centro, including the February meeting this quarter. This required the staff to relocate much of the furniture/shelving to accommodate the large crowd, and some attendees still had to listen from outside the doorway. 2)) The Babysitter Training, conducted by a pediatric nurse, provided teens and adults who care for small children with necessary information on child safety and handling emergencies. In January, the library's bilingual brochure describing services for Spanish-speakers at the Main Library and Centro was finished and distribution begun. Centro staff and volunteers took brochures door- by-door in the neighborhood and answered residents questions about the library. The Centro supervisor visited all the adult English-as-a-Second-Language evening classes and distributed about 95 brochures. Brochures were also mailed to the community coalition and social service agencies. They were given to city officials and library staff. Distribution continues. 2) Misrant Education Parent Meetinq. The Centro supervisor was invited to the January meeting of the Migrant Education parents, where she explained about library services at the Main Library and Centro and where she distributed the new brochures and current library programming flyers. 3) 1994 Masnet Calendars. Along with the new brochures, 1994 magnet calendars, in Spanish, with the Centro's logo and phone number, are being widely distributed. 4) Head Start Readins Project. In February, the Centro supervisor was invited to the Head Start parents' meeting to present a reading project that will involve both parents and children in visiting the library. 5) Bilinsual Newsletter. In January, the Centro added an English edition of its bimonthly newsletter, complete with the same articles and photos as in the Spanish edition. The Spanish edition is distributed through schools, local businesses, and door-by-door to about 1200 residents. About 300 copies of the English edition are distributed to city and library staff, as well as many community coalition members. Many people receive both editions. 6) Newcomers Club. In February the Centro supervisor and the PFC coordinator spoke to Carlsbad's Newcomers Club to familiarize these new community residents with the library's volunteer opportunities. In February, the Centro supervisor and the PFC Coordinator were invited to address the Public Libraries class at the UCLA Graduate School of Library and Information Science. They shared Carlsbad's PFC experience, including information on conducting a community needs assessment and involving community residents in the planning process. 2) Staff Development Collection. Three library staff--the Collections Coordinator, the Head of Circulation, and a Reference librarian--attended the State Library's training in use of the Valuing Diversity staff development collection. These three staff are taking responsibility for involving the entire library staff ir the use of these resources. 3) Barrio Community Desisn Study. In January, consultants hired by the City of Carlsbad made their summarl presentation of recommendations from the Planninq Department's ''Barrio Community Design and Land Use Plar Study." The result of individual interviews, communiti meetings, and barrio walking tours, the "proposed implementing actions'' dealt with issues such as land use, public safety, and cultural activites. Of nine recommendations related to improving opportunities for youth in the barrio, three specifically mentioned expansion of programming and the book collection at thc Centro de Informacidn. Library Stratecric Plannincr Process The important services that the Centro provides will be included in task force discussions mapping the next 5 years for the Carlsbad City Library. Centro staff members are participants in the task forces on Adult Services, Children's Services, Collection Development, Outreach, and Cornunity Relations. b. Adult Procrramminq 1) Volunteers will continue providing tutoring in Spanish literacy for Spanish-speakers. The number of tutors and adult learners will be expanded. 2) Centro staff will work with Head Start staff to encourage Head Start parents to accompany their children to the library and will help Head Start parents develop a habit of reading and enjoying books with their children. - C. Children's Procrramminq 1) Head Start children will participate in a special library-visiting program as a cooperative project of the Centro and Head Start. 2) Registrations will be conducted for Summer Reading Club. Centro staff will have a library booth at the Festejando a las madrecitas (Mother's Day) celebration. Centro staff will make school visits to bilingual classes to encourage children to participate in the Summer Reading Club. - 8. Outreach 1) 2) - e. Staff Development A ''Valuing Diversity" workshop will be conducted for all library staff in June. - f. The Centro has developed a collection of 2,144 Spanish-language and bilingual materials, including adult and children's fiction, nonfic and reference materials; newspapers and magazines; audio-cassettes; educational videos; and informational pamphlets. In addition, the Libraryls Spanish language print and nonprint materials have grown 3,518 items. Prior to the Partnerships for Change program, the library's Spanish language collection was approximately 750 volumes with no audio or video holdings. During the latest 3-month period, January to March 1994, the 5,662 Spanish-language materials at the Library and Centro were checked out 6,566 times, with audio-visual materials accounting for 1,989 circulations.
