Two public hearings are required each year. At the first public hearing (June 21, 199~ Community Services Department staff will present a comprehensive report describin maintenance and operation procedures of the District as introduced in the attached Engir Report. At this time staff can confirm the parcel assessment schedule rates issued in Fisca 1993-94 will not increase in Fiscal Year 1994-95. All new Ci parcels that are included withi or more of the active assessment zone boundaries will be notified by mail a minimum of 45 prior to the final public hearing currently set far July IQ, 1995. The notice will contain backgi information on the district, descriptions of the maintenance services, time and dates for Public Hearings and applicable zone assessment rates. The complete final assessment li be available for review at the Community Services Department’s administrations office at 40:. Avenue, Carlsbad after July 1, 1994. BACKGROUND: In 1983 the City of Carlsbad Street Lighting & Landscaping District was formed according t provisions of the California Streets and Highways Code, known as the Landscaping & Lig Act of 1972. Since the District’s formation, the cost of operating and maintaining the City’s : lighting system has been funded through assessments from each parcel in the City, basc benefit. Currently, street lighting assessment rates vary throughout the City for two rea One, the dual ownership of the lighting by the Crty and SDG&E creates two sep energy/maintenance rate schedules, and two, the spacing of the lighting varies throughol City, based on the engineering standard at the time of development. A detailed diagram is maintained in the office of the Assessment District Administrat and is available for public inspection. 0 0 METHOD AND FORMULA OF ASSESSMENT SPREAD FOR STREET LIGHTING Within the Street Lighting Assessment District boundaries are the following five zone: Zone A - street lights at intersections only (wood poles, SDG&E owr and maintained) Zone B - street lights at mid-block (SDG&E owned and maintained) Zone C - City owned and maintained street lights on ornamental poles Zone D - SDG&E owned and maintained street lights on ornamental pol Non-benefiting Zone - undeveloped property, not assessed 1. 2. 3. 4. 5. Within Zones B, C, and D are several codes. The code being the aredareas develop at the same time and containing the same City standard of street light spacing. The assessment to parcels within any one code will be based on one of the followi. methods: 1. Simplified diagrams are attached as Exhibits 6 and C. detailed diagram is maintained in the office of the Assessment District Administrator. w 0 MEMOD AND FORMULA OF ASSESSMENT SPREAD FOR LANDSCAPING STREET TREE MAINTENANCE Street Trees are in the street right-of-way, generally between the curb and sidewi and/or property line in the areas indicated in Exhibit B. Each property receivi approximately the same benefit. Therefore, staff established a benefit formula which each parcel is given an equivalent dwelling unit (EDU) based on the avera! size of a single family residential lot in the City of Carlsbad (7,500 square feet or . acres). Thus, each single family parcel is given and EDU of 1.0, while most 0th parcel are given an EDU based on the following formula: Acreage = EDU .17 MEDIAN LANDSCAPE MAINTENANCE This service generally benefits all parcels and residents in the City. Accordingly, parcels share in the cost. However, parcels which front upon streets which recei median landscape maintenance services generally receive more benefit frc share in the cost of median landscape maintenance using the same EDU formi proposed for Street Tree Maintenance and those parcels which front on streets w landscaped medians are assessed twice the amount of other parcels not fronting ( the median streets. These formulas were approved by Clty Council at the June 6, 1989, regular meetir landscape median improvements than other parcels.
