ITEM EXPLANATION:
The Carlsbad Police Department requested Engineering Department staff to con1
engineering and traffic survey on Loker Avenue East to establish a prima facie spe
on this unposted roadway. Loker Avenue East is an industrial collector in the C Oaks industrial park located northerly of Palomar Airport Road.
The roadway is approximately 0.53 miles in length with a curb-to-curb width of 52
recent traffic count indicates 2,700 vehicles per day on Loker Avenue East, ea: El Fuerte Street. On-street parking occurs on both sides of the street and no bicyc
are striped on the road.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authoi
establish a prima facie speed limit on the basis of the results of an engineering ani
survey. Staff presented the results of the survey to the Traffic Safety Commia
May 2, 1994. The engineering and traffic survey considered such factors as the I
of collisions that have previously occurred on this road segment, roadway features
volumes, pedestrian volumes and crossing locations, adjacent land uses, dl locations, design speed, and the critical speed. Based upon the results of the engii and traffic survey, the Commission recommended, by a 5-0 vote, that a prima facie
per hour speed limit be established upon Loker Avenue East from El Fuerte Strec
intersection with Palomar Airport Road.
FISCAL IMPACT
Installation of four (4) speed limit signs and posts will cost approximately $500.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OFTHE CARLSBAD
MUNICIPAL CODE BY THE ADDITION OF SECTION 10.44.470 TO
ESTABLISH A PRIMA FACIE 30 MILE PER HOUR SPEED LIMIT UPON
LOKER AVENUE EAST FROM EL FUERTE STREET TO ITS
INTERSECTION WITH PALOMAR AIRPORT ROAD.
WHEREAS, the City Council of the City of Carlsbad, California, hereby ordains i
SECTION 1 : That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is
by the addition of Section 10.44.470 to read as follows:
"1 0.44.470 Loker Avenue East:
Upon Loker Avenue East from El Fuerte Street to its intersection with Palorr
Road, the prima facie speed limit shall be thirty miles per hour."
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adc
