Dk!bartmenl requegted Engineering Department staf ta can( engineering and traffic survey on Loker Avenue West to establish a prima facie spe on this unposted roadway. Loker Avenue West is an industrial collector in the Ci Oaks industrial park located northerly of Palomar Airport Road. The roadway is approximately 0.67 miles in length with a curb-to-curb width of 52 recent traffic count indicates 3,600 vehicles per day on Loker Avenue West, westei Fuerte Street. On-street parking occurs on both sides of the street and no bicycll are striped on the road. Sections 22357 and 22358 of the California Vehicle Code authorizes local authoi establish a prima facie speed limit on the basis of the results of an engineering an( survey. Staff presented the results of the survey to the Traffic Safety Commisz May 2, 1994. The engineering and traffic survey considered such factors as the r volumes, pedestrian volumes and crossing locations, adjacent land uses, dl locations, design speed, and the critical speed. Based upon the results of the engii and traffic survey, the Commission recommended, by a 5-0 vote, that a prima facie per hour speed limit be established upon Loker Avenue West from Palomar Airpo to its intersection with El Fuerte Street. of collisions that have previously occurred on this road segment, roadway features FISCAL IMPACT Installation of four (4) speed limit signs and posts will cost approximately $500. NS-281 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OFTHE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF SECTION 10.44.460 TO ESTABLISH A PRIMA FACIE 30 MILE PER HOUR SPEED LIMIT UPON LOKER AVENUE WEST FROM PALOMAR AIRPORT ROAD TO ITS INTERSECTION WITH EL FUERTE STREET, WHEREAS, the City Council of the City of Carlsbad, California, hereby ordains SECTION 1 : That Title 10, Chapter 10.44, of the Carlsbad Municipal Code by the addition of Section 10.44.460 to read as follows: "1 0.44.460 Loker Avenue West: Upon Loker Avenue West from Palomar Airport Road to its intersection wit Street, the prima facie speed limit shall be thirty miles per hour." EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its ac the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and ca published at least once in a newspaper of general circulation in the City of Carl5 fifteen (15) days after its adoption.
