Z 9 a d o z 3 0 0 t5 GII~OF CARLSBAD - AGENQP BILL ‘Y ”: I’ 4 DEPl BACKSTOP CONSTRUCTION AND FENCING CITY CITY INSTALLATION AT THE AVIMU OAKS MIDDLE SCHOOL ACTMTY PLAY FIELDS AB#+- TITLE: ACCEPTING BIDS AND AWARD OF CONTRACT FOR DEPT. cs .r> MTG.- RECOMMENDED ACTION: If the Council concurs, adopt Resolution No. 94‘-1 Y8’ accepting bids and awarding Contract No. CSD 0010 for the construction of a baseball backstop and installation of dugouts and perimeter fencing at the Aviara Oaks Middle School to Lightening Fence Company, 11126 Saunders Court, San Diego, California 92131. ITEM EXPLANATION: In July 1993, the City Council approved a three (3) phased development proposal for Activity Play Fields at the Aviara Oaks Middle School site. Council also authorized the application and use of Roberti-ZBerg-Harris grant funds in order to finance the Phase I development which creates a baseball/softball field with backstop, dugouts and perimeter fencing. Subsequent to Council action, staff applied for and received authorization from the administering agency to utilize grant funds to construct Phase I. The grant funding requirements and funding availability is as follows: State Funds (Roberti-ZBerg) $21,416 GCC (Local Match-City) 6,150 La Costa Youth Organization (LCYO) (Private) 3,024 Total Funds Currently Available $30,590 The development of Aviara Oaks fields will also be funded from Public Facilities Fees (PFF) in the 1994-95 Capital Improvement Program (CIP). Staff prepared project specifications for Phase I and the open competitive bid process began in April 1994. By April 28, 1994 three (3) sealed bids were received, opened and evaluated. The results are as follows: 1. Lightening Fence Company $3 6,874 2. Atlas Fence Company $37,029 3. American Fence Company $43,694 FISCAL IMPACT Because the low bid received was for $36,874, there is a deficit between available funds ($30,590) creating a shortfall of $6,284. Staff is recommending the appropriation of $6,300 of Public Facility Funds (PFF) in order to complete Phase I development as designed and specified in the contract documents. PAGE 2, AB #A& ’ 0 There is approximately 2 Million available in the fund as of April 30, thus funds are available. In addition, this appropriation will not adversely impact future financing requirements or other PFF projects as reflected in the draft Capital Improvement Program (CIP). Phase I1 & 111 development, consisting of a baseball and soccer field development, are expected to be completed with the 1994-95 CIP funds and private contributions. Staff Recommends awarding the low bid contract for $36,874 and complete Phase I as designed. LIGHTENING FENCE COMPANY IN THE AMOUNT OF $36,874 WHEREAS, the City Council of the City of Carlsbad has approved backstop/fencing project at the Aviara Oaks Middle School site and, WHEREAS, the funds have been approved by the City of Carlsbad authorized by the State of California Roberti-Z'Berg-Harris Grant Program and the Costa Youth Organization (LCYO) for this project and, WHEREAS, adequate Public Facilities Funds (PFF) are available, WHEREAS, plans specifications and contract documents regarding the proJ were appropriately advertised for bids and, WHEREAS, bids for this project have been received and evaluated to determ which bid will represent the City's best interest: NOW, THEREFORE, BE IT RESOLVED by the City Council of the Citj Carlsbad, California, as follows: 1. 2. The above recitations are true and correct. Lightening Fence Company represents the City's best interest for 1 installation of backstop, dugouts and fencing. The award for this project shall be awarded to Lightening Fer Company in the amount of $36,874.
