RECOMMENDED ACTION:
Adopt Resolution No. 9 Y- 1 5 I approving the Seven-Year TransNet Local Si Roads Program of Projects, the Combined Road Plan Project, and other project
ITEM EXPLANATION:
The 1994-2001 Regional Transportation Improvement Program (RTIP) is a SE program of freeway and expressway, arterial, transit, bikeway and aviation proje projects are prioritized in a multi-modal program directed at meeting the region’:
transportation needs, conserving energy, improving air quality, and ir transportation efficiency, safety and mobility while incrementally developing the IC transportation plan for the San Diego Region. The RTIP is developed in a a comprehensive, and coordinated transportation planning process carried out coo
with all local agencies and transpartatlan operators.
The San Diego Association of Governments (SANDAG) requires that all proje TransNet funding (formerly called Proposition A - Sales Tax) or State or Feden be included in the Seven-Year Regional Transportation Improvement Plan. Privatc road projects are also required to be listed in the Seven-Year RTIP. Federal Surface Transportation Proaram
All funds anticipated under the new STP program will be put into the La Interchange project.
Bridae Replacement
These funds have been requested for the Carlsbad Boulevard Bridge over Lagoon. Funding has already been approved for the replacement of the s (westerly) bridge and will be constructed with the first phase of the Batiquitl Enhancement Project. A funding request has been submitted for the northbounc bridge, but has not been approved as of yet.
State-Local Transportation Partnership Proqram
Projects proposed to be funded with State-Local Transportation Partnership Pro1 must be submitted in yearly cycles. The determination of the State’s share

Flexible Conclestion Relief
This is a new program to assist in meeting Congestion Management Program goa certain very specifically defined type of projects may qualify. Regional allocatior past have been dedicated to the Interstate 5/805 Interchange.
TransNet Local
Currently, a majority of these funds are designated for the construction of the PC Lane and La Costa Avenue/l-5 Interchanges. The City has approved a loan agreem SANDAG committing most of the City’s yearly allocation of TransNet Local funds next seven years to repay this fund. The remainder of the TransNet Loca (approximately $1 00,000 per year) is designated for the implementation of thl Sidewalk Program.
A complete list of 1994-2001 TransNet projects is attached as Exhibit 1.
FISCAL IMPACT;
Approving the RTIP is a requirement under State law for obtaining Federal and Statt It is also a requirement to receive TransNet funds. Approval of the RTIP ensures e for funding and programs the funding so that a positive cash flow is maintained.
Inclusion in the RTIP, however, is not necessarily a guarantee that the projects will the stated funding. The amounts shown are the best estimates of funding anti available at this time. In the event that funding falls short or is not available, Counc obligated to proceed with a project just because it is included in the RTIP.
SANDAG funding costs are all expressed in escalated (or future) dollars. The City’s improvement Program (CIP) is expressed in current dollars, even for projects listed i years. Therefore, the numbers on the RTlP will not match those shown on the Ci

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
AND ROAD PROGRAM OF PROJECTS FOR FISCAL YEARS 1995 THROUGH 2001.
CALIFORNIA, ADOPTING THE SEVEN-YEAR TRANSNET LOCAL STREET
WHEREAS, on November 3, 1987, the voters of San Diego County approvt
Diego Transportation Improvement Program Ordinance and Expenditure Plan; and
WHEREAS, the Ordinance provides that the SANDAG Commission shall
multiyear program of projects submitted by local jurisdictions identifying those trai
projects eligible to use transportation sales tax (TransNet) funds; and
WHEREAS, the City of Carlsbad was provided with an estimate of annual Tra
street and road revenues for Fiscal Years 1995 through 2001; and
WHEREAS, the City of Carlsbad has held a public hearing in accordance with I

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of C

1. Pursuant to Section 8 of the TransNet Ordinance, the City of Carlsbad c
