RECOMMENDED ACTION:
Consider a request from the Carlsbad High School 1994 Grad Nite Committee fc
a reduction of facility use fees for gradation night activities.
ITEM EXPLANATION:
The City of Carlsbad recently received a facility use application from the Carlsba
High School 1994 Grad Nite Committee for the use of Calavera Communir
Center for graduation night activities. In evaluating the application sta
determined, based on the City's Facility Use Rules and Regulations, the fee fc
use of the facility over the 156 hours requested should be $1,927. A breakdow
of this fee calculation is included in the attached memo to the City Managc
(Exhibit 1). Also included in this memo is some background information. Sta
is recommending a reduced fee of $825, which will offset the City's expenses (
staffing and operation costs associated with the event.
FISCAL IMPACT:
The City will loose facility rental revenues of $1,102 by waiving these fees.

1994 CARLSBAD HIGH SCHOOL GRAD NITE FEES
BACKGROUND
Per your request, the following information is provided regarding the recent Citizei
Contact pertaining to the fees and use of Calavera Community Center for the 199
Carlsbad High School Grad Nite.
In May of 1993, the Carlsbad High School Grad Night Commiftee requested use c
the Calavera Hills Community Center for their Sober Graduation Dance on Jun
18th. Due to limited time for the committee to raise funds for the event, fees wer
adjusted from our normal fee schedule. During the three week period between th
application date and the event, the group realized they needed additional time to sc
up equipment and decorations. Even though this impacted patrons, stal
accommodated this request with no additional fees charged.
RECOMMENDATION
Staff is recommending a reduced fee of $825 be charged for the 1994 Grad Nite for tk
following reasons:
The City needs to recover the direct costs for the event (June 15-17th).
The 1994 Grad Nite Committee has had ample time to raise funds fo
facility use.
The department recognizes the importance of supporting an "Alcohc
Free" Grad Nite.

DISCUSSION
In January of 1994 this year’s Grad Nite Facility Use Application was receivec
(Attachment 1). Staff reviewed the application and noted that the request for us(
had increased significantly from 1993. The original 1993 request was for 41 hours it
comparison to the 1994 request for 156 hours. Although the original 1993 reques
was for 41 hours, 119 hours were actually used for the event. The required fees fo
the 119 hours of use would have been $1,600 including a $150 security deposit. Th
group received a discounted rate of $325 with security deposit included (Attachmen
2).
According to the City Facility Use Rules and Regulations, the fee for the 156 hour
requested for the 1994 event should be $1,927. Staff is recommending a reduced fe
of $825, which will offset the City’s expenses of staffing and operation cos1
associated with the event .
This increase in hours requested will impact local community groups and yea]
round enrichment class participants. Customers were requested to either cance
reschedule or move their activity to another location. h 1993, 185 patrons wer
displaced. The 1994 event will affect 275 customers (Attachment 2).
FISCAL IMPACT
The City will be subsidizing the event by waiving facility rental revenues of $1,10:
the impact will be for inconveniencing our customers.
CONCLUSION
Staff finds our proposed reduced fees to be reasonable Considering the number c
facility hours requested and the impact to our valued customers. We encourag
next year‘s committee to research alternative sites so that our regular customers az
not inconvenienced.
