The Shoreline Preservation ! were approved by SANDAG’s Shoreline Preservation Committee and the Board of Direcl objectives, as proposed for adoption, are: Manage the region’s shoreline to provide environmental quality, recreation and protection. Develop and carry out a cost-effective combination of shoreline management ta will have a positive impact on the region’s economy. 0 o Support the equitable allocation of any shorehe management costs throughout tl and among state and federal sources. After review, these Shoreline Preservation Strategy Objectives were found to be consisten goals of the California Coastal Act and Carlsbad‘s Local Coastal Program. ENVIRONMENTALREVIEW Since the proposed action is purely legislative and involves no site specific development, n environmental impacts are anticipated. Therefore the Planning Director issued a Declaration on February 10,1994, in accordance with the California Environmental Qt FISCAL IMPACT The proposed strategy objectives do not obligate the City to incur any financial respon this time. The proposed objectives do state that Carlsbad will support the equitable all( costs throughout regional, state and federal sources. STANDARD PACIFIC Policy 3 - Drainage, Erosion Control A site specific report prepared by a qualified professional shall be required to prod necessary mitigation for increased runoff and sedimentation. The report shall be : to the requirements of the Model Erosion Control Ordinance contained in the Apper the June 1980 Carlsbad Master Drainage Plan and the additional requirements con herein. The implementation of the Village Redevelopment Plan and the comprehensive improvement of the urban core of the Carlsbad planning area are the primary objectives of the Design Manual. The intent of the Village Design manual is to provide general design guidelines and regulations. The document should provide an understanding of the "type" and "quality" of development being sought by the Housing and Redevelopment Commission (Redevelopment Agency). It should be viewed as providing guidance and parameters rather than strict standards. The primary responsibility for applying and interpreting the guidelines contained herein rests with the Design Review Board and with the Cornmission which retains ultimate authority and responsibility for application. The Design Review Board shall consist of highly qualified persons with an interest in the field of urban design and a member from the City staff shall be appointed to advise associated proposals as they relate to the Village Design Manual and intent of this plan. The proposed amendment would revise the text to add certain policy st however no revisions to either the land use map or the implementing programs are propos shoreline preservation program that involves physical changes to the coastal environmer reviewed on a project-by-project basis. Since this LCP Amendment does not condone any physical development, no site-specific adverse impacts to the environment will result. * PHYSICAL ENVIRONMENT: No grading or earth moving is proposed with this purely administrative action and any s shoreline preservation projects will undergo subsequent environmental review. No unstabl conditions or increase in the exposure of people or property to geologic hazards will res1 Since no site-specific development is proposed with this amendment, no changes topography or unique physical features of the coastline is proposed and no adverse impac result. While one of the shoreline preservation measures could include erosion control, no s projects are proposed with this administrative action and any presenration project will be re to undergo subsequent environmental review. After review of the coastal study, the Shoreline Ero Committee for the San Diego Associations of Governments (SANDAG) drafted the Short Preservation Strategy. The SANDAG Board of Dkector's adopted this strategy on July 1993. The City been split up into six different LCP segments so, to be consistent, this amendment has to be added the segments. Mello I, Mello II, and Agua Hedionda are all different LCP segments which cover mc Carlsbad's local coastal zone. Ms. Bonas inquired if the western-most acreage, between the tracks and Carlsbad Boulevard, are segment. Mr. Grim replied that it belongs to the Agua Hedionda segment. Ms. Bonas stated that she understands that people who reside within a Mello-Roos area are requir vote on it. She has not voted on it. Mr. Grim replied that the LCP segments are not tax districts; tl were named after the same individual but LCP issues do not necessarily affect Mello-Roos taxes. Ms. Bonas stated that she was confused because the staff report also referred to Village RedeveloF areas also being part of the LCP. She asked staff to clarify that for her. Mr. Grim replied that the L Redevelopment area is also its own LCP segment but, again, it has nothing to do with taxes. Ms. Bonas would like to go on record as a private citizen, and also as a member of the Agua Hedioi Lagoon Foundation, that she is in favor of preserving the lagoon. She has attended many meetings throughout the state and there is considerable concern regarding preservation of wetlands. The Cc Commission seems to be negligent because they are allowing hospitals to build on wetlands. She I heard that the Coastal Commission is being sued by a group in Newport Beach because of that. M! Bonas doesn't want to see the wetlands in Carlsbad, or the lagoon area, denigrated any more than already been.
