CITY 1 711 2/94 CITY 1 Adopt Resolution No. dJ4- 189 approving Amendment Nos. 2 and 3 to the e consultant agreement with Boyle Engineering Corporation for additional desig archaeological work required for the La Costa Avenue & 1-5 Bridge, Project No. 32 ITEM EXPLANATION: On July 7, 1992, the City Council adopted Resolution No. 92-220 approving a con5 agreement with Boyle Engineering Corporation for the design of the La Costa AvenL 1-5 Interchange Project. This project had been proceeding according to schedule un October 1993, when archaeological surveys indicated that the southwest corner of I. La Costa Avenue was a registered archaeological site and contained historical lndiai deposits which had to be tested. Caltrans required that the City test the sites significant shell deposits are encountered, eiZher excavate the site and record findir totally avoid disturbing the site by moving the southbound off-ramps to the east. Th of additional archaeological excavation and testing is $1 8,504, which is reflec Amendment No. 2. Subsequent archaeological tests indicated that the site did possess historica deposits and needed mitigation or total avoidance. After several meetings, the Ci CALTRANS agreed that it was cost effective to avoid disturbing the site, by redes and relocating the southbound on-ramps to the east and by eliminating the free rig1 lane from La Costa Avenue eastbound to southbound 1-5. Amendment No. 3 will compensate Boyle Engineering Corporation for the design che which include, the redesign of south bound off-ramps and delineation of archaeol site, preparation of the Intersection Capacity Utilization Analysis, coordination with thl Caltrans, environmental consultant and rewriting of the Caltrans-required project r The total compensation for the above work is $21,636 which is reflected in Amendme 3. Staff recommends approval of the attached Amendment Nos. 2 and 3. FISCAL IMPACT Funds in the amount of $439,477 are available in Account No. 430-820-1 890-321 9 to the total costs of Amendment Nos. 2 and 3 in the amount of $40,140.70. EXH I BITS: 1. KUNDTZ, Assistant ( By: LJ2.L 2 0 a EXHIBIT "A" I-5/LA COSTA AVENUE INTERCHANGE SCOPE OF SERVICES AMENDMENT NO. 2 SCOPE OF WORK Task 1: Delineation of the Area of Potential Effects (APE) and Campletion of 11 Archaeological Survey Report (ASR) The APE will be delineated in consultation with the City. This will require meetings to revic construction plans and possibly a field visit to assess potential impacts. The APE, which mi be approved by Caltrans, will include areas of direct ground disturbance and any buffer are necessary to effect avoidance. The draft APE map (on 1:lOO scale project base maps) will I included in the draft ASR, in accordance with Caltrans' standards. The ASR will provide the results of the literature review, records search, and archaeoiogi survey, all of which have already been completed as part of Amendment No. 1. Under Caltra guidelines, a positive ASR is required when archaeological sites are within or immediat adjacent to the APE. Portions of two previously recorded sites may be impacted by 1 proposed interchange widening at La Costa Avenue: CA-SDI-603 on the western side of 1 freeway, and CA-SDI-12,130 on the eastern side. As discussed below, an Extended Phas investigation will be necessary at these sites to determine whether they will be affected. 7 results of the Extended Phase I will be included in the ASR. Task 2: Under Caltrans' guidelines, Extended Phase I investigations are used to determine whetht subsurface deposit is present in the APE. If such deposits are present and cannot be avoic a Phase II investigation is usually required in order to assess the significance of the site rela to the National Register criteria. Both of the archaeological sites in the La Costa Avei Interchange project have been impacted by previous construction activities. This make impossible to determine the presence or absence of potentially significant subsurface depo by surface investigation alone. Accordingly, the primary goal of the Extended Phase I investigation will be to sample subsurface components of each site to determine whether cultural materials maintain intec If subsurface materials are found to be secondary deposits resulting from previous construc activities, they are unlikely to qualify as a significant resource, and a Phase II investigation w1 not be warranted. On the other hand, if subsurface deposits are found which appear to rer in their primary context (Le., have not been moved or severely disrupted by prev include a Phase II investigation. At CA-SDI-603, two questions must be addressed by the Extended Phase I1 investigation: 1. Is the cultural material observed along the face of the cut-bank above the southbc on-ramp between Stations 1683+30 and 1688+30 truly a secondary deposit a! currently belieye? A shell and artifact scatter was observed on bo sides of the street, but there was evidence that the upper portion of the cultural depo had been removed during previous construction. It is uncertain whether existing mater in the APE retains sufficient integrity to be of archaeological value. The field investigation at this site will include approximately 18 shovel test pits in the APE whe cultural material was observed on the surface. It is anticipated that the shovel test pits will t deployed as follows: 1. Cut-bank along the southbound on-ramp: This area is about 500 feet in length. Fi shovel test pits are planned, spaced at approximately equal intervals. 2. North side of La Costa Avenue: This area is approximately 200 feet in length. Fc shovel test pits are planned, to be placed at approximately equal intervals. South side of La Costa Avenue: This area is approximately 250 feet in length. F shovel test pits are planned, to be placed at approximately equal intervals. 3. If potentially intact cultural deposits are found during the course of shovel testing, 1 x 2 mc controlled text units could be used to better examine the integrity of the deposit. Since test ur are viewed as a contingency, they are not included in this scope. At site CA-SDI-12,130 on the east side of the freeway, the Extended Phase I investigation inctude ten shovel test pits between Stations 1665+00 and 1688+00. These will be plac between the existing right-of-way fence and the edge of the existing 1-5 pavement (including northbound off-ramp) at approximately equal intervals. Shovel test pits will be manually excavated. Excavated soils will be screened through 1/8th ir mesh to optimize artifact recovery. Shovel test pits will be mapped onto 1 :lo0 scale project b maps using tapes and compasses. Shovel test pits will measure approximately 30 centime by 30 centimeters and will be excavated to sterile soil or to a depth of 50 centimeters, whichc comes first. Recovered artifacts will be cleaned and cataloged. Temporary curation will be provided unti appropriate permanent curation facility can be identified. The ASR will include the results of the Extended Phase I investigations at both sites. preliminary draft ASR will be submitted to the City for review and will be accompanied recommendations as to whether a Phase II investigation is needed. The draft ASR incorporate the City’s comments and will be submitted to Caltrans. Following receipt of Caltri Task 3: Archaeologists will place twelve, three-foot wooden lathe along the limits of cultural depc which are to be avoided. Additionally, archaeologists will conduct a survey of the propc private drive south of La Costa Avenue. The results off these two activities will be included ir final ASR. comments, the final ASR will be prepared responding to those comments. Prepare 1" = 50' scale layout sheets showing the proposed redesign of the project avoid the limits of the cultural site CA-SDI-603 (as staked in Task 3 above), Prepare Intersection Lane Volume (ILV) and Intersection Capacity Utilization (IC1 calculations to determine the traffic operations of the proposed redesign. C. Attend meetings and coordinate with Caltrans, the City, and the environmenr subconsultant to gain approval of the project redesign, to resolve environmental issul and to assist with the environmental clearance process. Revise project report plates to reflect the redesign. Prepare landscape concepts and attend one meeting with Caltrans and the City. Finali the landscape concepts and request an approval letter from Caltrans. Update the visi study to reflect the landscape concepts. Revise the project report text to reflect the redesign, updated accident data, desi exceptions, the revised construction cost estimate, a water usage letter, and landsca concepts. Submit two (2) copies of the draft project report for Caltrans review and o for City review. Meet with Caltrans and the City to discuss comments. Documc comments in writing.
