FOR REPAIRS TO BIOLOGICAL MITIGATICN 3 Adopt Resolution No. 94- 14 2 accepting bids, granting relief to one bid awarding Project No. 3401 for repairs to the biological mitigation for the Palom; Road West Assessment District and also to make repairs to the north side slop the same project limits. ITEM EXPLANATION: The project includes work on both the north and south sides of Palomar Airp between Paseo Del Norte and Palomar Oaks Way. The north :;,de work will provic to the eroded slopes, which will include repairs to the slope f<aces and the instc matting and hydroseeding. The south side work will include replanting of vegeti revisions to the existing irrigation system to include some additional distribution was necessary to replant since the drought measures several years ago reqi irrigation water be shut off. The apparent low bidder, Native Landscape Design of Escondido, California, h: in its bid and requested release from same due to clerical errors in Bid Items Staff’s review of the Native Landscape Design, Inc., bid made! the following finc in accordance with the Public Contracts Code Section 5103,. Although the second lowest bid by Tarzian is 25% ab Engineer’s Estimate, it is only 4% higher than the lowest bid as submitted by Landscape Design. Given the current market and mix of work. of the proposed c the Tarzian bid at $1 14,738 is considered reasonable. References have been verified on Tarzian Landscape. Staff recalmmends the awarc contract to Tarzian Landscape, Inc., of Carlsbad, California. FISCAL IMPACT The construction costs are as follows: Construction $1 14,738.00 Contingencies (1 5%) 17,500.00 lnspection & Testing (1 5%) 17,500.00 Administration (1 %) 1,200.00 TOTAL $1 50,938.00 (Rounded) $1 51,000.00 The above costs will be paid from remaining Palomar Airport Road Assessmeni funds held for mitigation and monitoring. The current account balance is appro $247,300 and available in Account No. 41 0-820-1 880-3401.
