RECOMMENDED ACTION:
City Council adopt Resolution No. 94-263 approving the revision of the
Housing Specialist II classification and establishing the salary range
the General Employees’ Salary Schedule.
ITEM EXPLANATION:
The Housing and Redevelopment Department currently has one staff
vacancy dedicated to assist in the administration of the City’s Sectio
8 Rental Assistance Program. Because of the technical and specializc
program knowledge required of this position, staff is recommending E
change of classification from a generalist to a specialist title to mol
accurately describe the responsibilities of this position. The vacant
position is currently classified and budgeted as a Management Analysi
Staff recommends that the Management Analyst classification and
funding be converted to a Housing Specialist II.
The Section 8 Rental Assistance Program is governed by the U.S.
Department of Housing and Urban Development (HUD) regulations and
guidelines.
administers rental assistance of over $3.0 million. Effective
administration of this program requires an individual with technical
knowledge, in addition to training and experience specifically related
to the Section 8 Rental Assistance Program. This position is the leac
position responsible for assisting in the administration of this
program, managing the more difficult casework, as well as providing
guidance to both technical and clerical staff in this area.
The Housing Specialist II classification was originally adopted in 191
and placed into the Management Salary Plan. This classification has
never been utilized. The attached job description (Attachment A) has
been updated and revised to describe the current duties and
responsibilities. As a result of a review of the paraprofessional duti
associated with this position, staff recommends that the revised
Housing Specialist II be added to the General Employees’ Salary
Schedule at range 61, $1283.29 - $1559.84 biweekly (Attachment B).

FISCAL IMPACT:
The current budgeted Management Analyst salary will be converted to
Housing Specialist II and will continue to be fully funded through grai
the City receives from the federal government. The annual salary
savings from this conversion from a management position to a generE
employee classification is approximately $4200.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ADOPTING THE HOUSING SPECIALIST
II JOB DESCRIPTION AND AMENDED GENERAL EMPLOYEES’
SALARY SCHEDULE.
WHEREAS, the City Manager recommends and the City
Council concurs, that it is desirable and necessary to adopt the
revised job classification of Housing Specialist 11; and,
WHEREAS, the City Manager recommends and the City
Council concurs, that the Housing Specialist II be placed on rang
61 on the General Employees’ Salary Schedule.
NOW, THEREFORE, BE IT RESOLVED by the City Council of th
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the Cit
Manager to adopt the Housing Specialist II job description as
described in Attachment A, attached hereto and made a part
thereof.

JOB TITLE; HOUSING SPECIALIST I1
DEPARTMENT: HOUSING AND REDEVELOPMENT
BASK FUNCTION:
Under general supervision, to assist in the administration of the Section
Rental Assistance Program and other affordable housing programs: to provide lead responsibilities for technical and clerical staff; to manage a caseload; and to perform other related duties as assigned.
DISTINGUISHING CHARACTERISTICS:
This level is distinguished from the Housing Specialist I as the advanced journey level in performing the full range of duties including the most difficult casework. Positions at the Housing Specialist I1 level are eqec to perform independently under general guidelines in a paraprofessiona role; and to provide technical assistance and guidance to lower level std this area.
REYRES PONSIBILITIES:
Assist in the administration of Section 8 Rental Assistance Program and manage a Section 8 caseload, including processing new leases and move conducting annual recertifications and performing inspections.
Make rent determinations based on gathered information and verificatio
Review, investigate and resolve complaints from property owners and tenants: conduct informal hearings to mediate owner and tenant disputc
Answer public inquiries and provide information related to the housing programs both orally and in writing.
Conduct applicant brieflng sessions.
Conduct workshops and make presentations to owners and tenants ab01 the housing program.
Maintain computerized records and database on client and housing information.

Review financial reports, delinquent accounts, and negotiate with property owners concerning rent amounts and claims in accordance with program guidelines, including monthly preparation of warrants to Finance department for payment.
Assist in supervision of technical and clerical staff in training and evaluatinl work.
Assist the Housing Program Manager in monitoring work flow, reviewing and evaluating work product, method and procedures.

EDUCATION AND EXPERIENCE:
Any combination of education and experience that would likely provide thc required knowledges and abilities is qualifying. A typical way to obtain the knowledges and abilities would be:
Equivalent to the completion of high school plus two years of collegt coursework or vocational trafning in a business related field, a thr years of progressively responsible experience in the Section 8 Renta Assistance Program. A bachelors degree in public administration or business and supervisory experience is highly desireable.
SPECIAL REQUIRE I16ENT;
Possession of a valid California driver’s license and evidence of insurability are required.
Possession of a Section 8 training course certificate as issued by a HUD recognized agency is desireable and may be obtained during the first year employment.
PHYSICAL AND ENVIRONMENTAL REQUIRE MENTS;
Although most of the work assignment is in an office setting, incumbents expected to drive to site locations for inspections, to see clients and mee with other staff on a regular basis. The incumbent is also expected to participate in evening meetings to conduct workshops or make presentations to owners and tenants as necessary to encourage participat in the housing programs.
