ENG RECOMMENDED ACTION: FUNDING ARTERIAL STREETS Adopt Resolution No. 94-206 authorizing the City Engineer to make app CALTRANS for State-Local Transportation Partnership Program funds for certt; streets. ITEM EXPLANATION: In 1988, the State Legislature approved Senate Bill 140, the Transportation Dem Program. The program has since been renamed the State-Local Tran Partnership Program (SLTPP) and is now funded annually (yearly Cycles). Thl of the program was to provide matching funds to local agencies willing to gen sources of revenue for projects. The intent was to help cities, such as Carlsbad set up local programs to fund roads, such as the Public Facilities Fee and Impact Fee. Staff recommends the following projects be submitted for Cycle 6 of the SLTPI 0 Sidewalk Projects 0 Widen Various Streets 0 Street Overlay Projects Alga Road Pavement Overlay 0 0 La Costa Avenue Mitigation 0 Jefferson Street Bike Path 0 0 In addition to the above listed projects, staff has notified CALTRANS that the C to "roll-over" the La Costa Avenue and 1-5 Interchange improvements from ( Cycle 6. In order to qualify for funds, projects in Cycle 6 must begin constructior June 30,1994 and June 30,1996. La Costa Avenue - 1-5 to El Camino Real Palomar Airport Road West Mitigation Alga Road - Mimosa to El Camino Real FISCAL IMPACT: Matching funds apply only to construction and construction management roadways. Design and utilities are not eligible. Although State funds can be 50% of the construction cost, the actual amount depends on the number projects statewide. Funding for Cycles 1 through four averaged approximately percent reimbursable by the State for projects in Cycle 5 reduced to 9.37%. The total construction costs for the proposed projects are estimated to be $8,61 an estimated 10% State match, there is the potential to receive approximately $ future project funding.
