Source Reduction and Recycling Element (SRRE)
Household Hazardous Waste Element (HHWE)
The SRRE outlines the plan for achieving the mandated wastestream diversion goa
Carlsbad submitted its SRRE to the CIWMB in 1992. AB 939 requires that afinal SRR
by August 31, 1994. It is not required that the SRRE be modified for final subn
recommends resubmittal of the SRRE with no revisions.
The HHWE outlines the plan for the safe disposal of household hazardous waste. Thc

Nondisposal Facility Element
California Public Resources Code (PRC), Sections 41730 et seq, require every California c
County to prepare and adopt a Nondisposal Facility Element (NDFE) for all new Nond
facilities, and any expansions of existing Nondisposal facilities, which will be needed to imp
local Source Reduction and Recycling Elements (SRREs). A Nondisposal facility is defi
any solid waste facility required to obtain a state solid waste facility permit except a d
facility or a transformation facility (PRC Section 401 51).
The Ci of Carlsbad has prepared, adopted and hereby transmits to San Diego County tt NDFE, as required by PRC Section 41730. The ci is also submitting a copy of its NDF
California Integrated Waste Management Board for review and approval. The city’s NI
be appended to the city’s SRRE at the time of the five-year revision (1999).
This NDFE identifies the utilization of transfer stations and materials recovery facilities
as Nondisposal facilities necessary to implement the city’s waste diversion goals. The c
tables identify the Nondisposal facilities the city may utilize to implement its SRRE and r
solid waste diversion requirements of PRC Section 41780.
A draft of this NDFE was submitted to the San Diego County Local Task Force (LTF) fc
and comment regarding the regional impacts of the Nondisposal facilities identifiec
Element, in accordance with the requirements of PRC Sections 41734(a) and (b). As i
by PRC Section 41735(a), the adoption or amendment of this element is not SI
environmental review under the California Environmental Qualrty Act (CEQA).
