It is recommended the City Council adopt Resolution No. ?q-A&k? approving tt
specifications, and contract documents and authorizing the advertisement of construc
for the West Carlsbad Boulevard Bridge Replacement, Project No. 3349.
ITEM EXPLANATION
As a component of the Batiquitos Lagoon Enhancement Project, the West Carlsbad B
bridge over Batiquitos Lagoon requires complete replacement. This bridge, <
constructed in 1934 by the State of California Department of Transportation, is ,
Carlsbad owned structure. The bridge itself, and all of the State’s coastal highway
way, was dedicated to Carlsbad in the late 1950’s and early 1960’s in exchange for tt
development and construction of Interstate 5. The bridge contains an older stylc
footing” foundation whose elevation is higher than the finished bottom elevation of
channel into the lagoon’s west basin to be dredged and constructed through the B
project. Therefore, the bridge must be replaced in its entirety.
The plans and specifications for the replacement structure have been completed by
engineering design consultants for the Batiquitos project Moffatt and N ichol, E
Incorporated of Long Beach, California and are now ready for advertisement of cor
bids. The design engineer’s estimate for the bridge replacement is $1,425,000.

The City of Carlsbad has been successful in securing special Federal Highway Adm
(FHWA) bridge replacement funding in the reimbursement amount of 80% FHWA
local agency matching funds. This special funding program, referred to as th
Highway Bridge Repair and Replacement (HBRR) program, is administered by tb
California Department of Transportation’s local District 11 office in San Diego.

It is anticipated the project construction will begin in October and be complete(
twelve (12) months. During this time, all southbound traffic along Carlsbad Boul
Poinsettia Lane will be detoured to Interstate 5 and returned at La Costa Avenue as k
discussed and displayed in various exhibits, meetings and lagoon enhancement F
several months. All northbound traffic will remain on the northbound lanes of (
Boulevard throughout the project. This bridge replacement schedule coincides with
major construction sequencing activities for the Batiquitos Lagoon Enhancement
currently underway. The timing of the West Carlsbad Boulevard bridge replace

ENVl RONMENTAL REVIEW
The City Council certified the Environmental Impact Report (EIR) for the Batiquitos
Enhancement Project on August 14, 1990 which included an assessment of potential
as a result of the replacement of the West Carlsbad Boulevard bridge.
GENERAL PLAN CONSISTENCY
On July 18, 1990, the Carlsbad Planning Commission approved the project EIR, incluc

FISCAL IMPACT
Under the terms of existing reimbursement agreements between the City of Carlsbad
Port of Los Angeles, all costs associated with this project are the responsibility of the

reduce the net cost of this component of the Batiquitos project to the Port of Los A

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAR
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS
AUTHORIZING THE ADVERTISEMENT OF BIDS FOR THE
CARLSBAD BOULEVARD BRIDGE REPLACEMENT, PROIECT NO. 32
WHEREAS, the City Council of the City of Carlsbad, California, has previously
into a six-party agreement for the enhancement and restoration of Batiquitos Lagoon (
said agreement designates Carlsbad as the lead agency for all phases and eler
construction; and
WHEREAS, an element of said project includes the replacement of the
Carlsbad's West Carlsbad Boulevard bridge over Batiquitos Lagoon; and
WHEREAS, the project plans, specifications, and contract documents ha
completed and are submitted herewith for approval; and
WHEREAS, said project has received the approval of the Federal
Administration and CALTRANS as eligible for Federal participatory funding; and
WHEREAS, said agencies in a letter dated August 1 , 1994 have approved sai
