ITEM EXPLANATION: In accordance with Council Policy No. 41, the undergrounding of overhead utility lines will 1 be done in Garfield Street south of Chinquapin Avenue and also on Olive Street. The undergrounding will use funds that SDG&E has set aside for the City of Carlsbad to use to convert overhead utilities under Rule 20A. Staff has met with representatives of the various utility companies and established the precise boundaries of the proposed district with consideration for the location of utility facilities, services to existing buildings, and property boundaries. It is recommended that the City Council set a public hearing for September 6, 1994, regarding the formation of this district. The proposed work under this district will be accomplished in one phase. Appropriate noticing to the public will take place prior to the public hearing. FISCAL IMPACT The estimated cost of the undergrounding is $400,000. All costs for undergrounding of utilities on City property will be paid for with funds reserved for the City under Rule 20A by the utility companies. 1. Location map. L4 2. WHEREAS, said studies and investigations indicate that further proceedings pursuant tc Chapter 11.08 are warranted to determine whether or not the district should be established. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbac California, as follows: 1. The Council hereby expresses its intent to initiate proceedings for the formation c an underground utility district for the abovedescribed area to be known as Underground Utilit District No. 15. 2. At said hearing, all persons interested are invited to appear and present their view and all such persons shall be given an opportunity to be heard. Said hearing may be continue from time to time as may be determined by the City Council. 4. The area to be included within the proposed District No. 15 is shown upon th; certain map, entitled "Underground Utilities District No. 15l dated August 16, 1994 which is o file in the Office of the City Clerk of the City of Carlsbad, and which is incorporated by referenc herein. 5. The City Clerk shall give notice of the time and place of the hearing to all propert owners within the District as shown on the last equalized assessment rolls or as known to th City Clerk and to each public utility within the District by mailing a copy of this resolution to suc property owners and such utilities at least fifteen (1 5) days prior to the date thereof, PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Counc held on the 16th day of AUGUST , 1994 by the following vote, to wit: AYES: Council Members Lewis, Stanton, Kulchin, Nygaard, Finnila NOES: None ABSENT: None ATTEST: (SEAL) GQdX R w ALETHA L. In our view of all the current construction work going on for the Hubbs Sea World Fish Hatchery and other lagoon programs h process we feel this will be a tkneIy undertaking. We believe that the hatchery and other lagoon projects will have some negative impact to our property values. There dl undoubtedly be increased tdc and noise pollution along Gzdeld Street. We &el that undergrounding the existing power and other utility lines will greatly help to offset any adverse impact fkom the overdl lagoon developments currently underway. We see that the proposed district will place all overhead lines underground and remove all utility poles at utility company expense. This shouId certainly be added incentive for the Mayor, the City Council and all others concerned to proceed with the formation of this underground utility district. Again, we. heartily thank the Mayor and Council for placing this underground utility district on top of the list.
