U/M 94-3 CITY MC RECOMMENDED ACTION: Adopt Resolution No. qc1'- 23q accepting bids and awarding a contract in the amount of $598,960.70 to Daley Corporation of San Diego, California in accordance with the provisions of Contract No. U/M 94-3. ITEM EXPLANAJJON; a E ek: hk a z 0 F 0 a -I 5 z 3 The City Council adopted Resolution No. 94-1 00 on April 19, 1994 which authorized the City Clerk to advertise for bids for the 1993-94 Pavement Overlay Program. On July 27, 1994, five (5) bids were opened. HARRIS of San Diego, California GRANITE CONSTRUCTION of San Diego, Califonria INDUSTRIAL ASPHALT of Irwindale, California EXCEL PAVING CO. of Long Beach, California The streets scheduled for overlay and listed in Exhibit 2 were selected using a combinatioi of the following criteria: 1) County of San Diego Road Rating Program; 2) visual inspectioi by City staff; and, 3) recommendations by City engineering staff. Prior to issuance of a "Notice to Proceed", the Contractor must submit traffic control plan: directly to the Traffic Engineering Division to be approved by the Traffic Engineer. Traffic Engineering staff monitors all the projects that are currently on-going and is aware of an conflicts that may occur between two simultaneously occurring projects. Extra precaution will be taken to ensure smooth traffic flow between the overlay operation and any on-goin! construct ion projects. Work affecting the village area will be scheduled to occur at night in an effort to minimize thc inconvenience to the village area merchants. Staff has previously met with the merchants an( will continue coordination efforts throughout the construction period. It is staffs goal to complete this project as smoothly and quickly as possible. Ar interruptions in traffic flow will be minimal and absolutely necessary in order to maintain safe1 for both drivers and workers. e 0 PAGE 2 OF AB# /a,.&Z 7 ENVl RONM ENTAL REV1 EW: The Planning Director has determined that the proposed project, which is limited to repai and maintenance of existing facilities, is categorically exempt from environmental reviev pursuant to Section 15301 of Title 14 of the California Code of Regulations (CEQE Guidelines). FISCAL I M PACT: The total project cost will be $598,960.70 with $30,975.00 of that amount being paid by thc Carlsbad Municipal Water District to cover the cost of raising valve cans and sewer acces: holes.
