RECOMMENDED ACTION:
Staff recommends Council adopt Resolution No. 9'{-2q7 , awarding fire hose bi
the contract period July 1, 1994 through June 30, 1995, with the option to renew
Supply Company, L. N. Curtis & Sons and Wajax Pacific.
ITEM EXPLANATION
The City of Carlsbad and sixteen agencies participated in the joint cooperative bid for v
types of fire hose. Based on a questionnaire distributed to the agencies, an estimated q1
of 192,200 feet of fire hose will be purchased from this bid which contained seven cate
and seventeen items. The anticipated orders would result in hose purchases in exc
$290,000. Each individual public agency will place their respective order(s) with the se
vendors.
This bid marks the first time independent, third party testing and certification has
required of fire hose vendors. The testing and certification provides a non-associated
to verify the composition and performance of the hose meets the requirements
specifications. Fire Departments have had several instances where fire hose purchasc
proven not to meet the design safety requirements set forth in previous bids. This requir
will assure a superior product and provide greater safety to all parties participating in tt

recorded on August 4, 1994. Representatives from Carlsbad, San Diego, and Rancho
Fe Fire Departments evaluated the bids and made the following recommendations:

The lowest, responsive bid for Items 2,14 and 15 was submitted by L. N. Curtis & Sons

FISCAL IMPACT

The City of Carlsbad’s Fire Department anticipates spending approximately $6200
hose this fiscal year. These funds are available in the Fire Department’s Fire Suppr
Expendable Tools, Account No. 001 -820-2220-2640.

SUBJECT City Of Carlsbad Hose Bid Award Recommendations
The Technical Committee of the San Diego County Fire Equipment Committee has
met and evaluated the bids and samples submitted for this year9s hose bid.
BID EVALUATION
The Technical Committee recommends awarding the bid to the low bidder for all
items with the exception of Items #4, #7 and #8. The low bidder on these three
items was L.N.Curtis and Sons. They took exception on all three items to section 2.4
of the specifications which deals with chemical resistance requirements. This
requirement is listed in the N.F.P.A.1961 Fire Hose Standard test requirements and
is designed to test the fire hoses ability to resist contamination from sea water and
other common chemical substances typically found at a fire scene. Exposure to these
substances is common, making this test requirement a particularly important tool in
strengthening the Fire Department’s position regarding warranties with the fire hose
manufacturers. This is an historically sore subject in the fire service. (A$)2I-
