Approve the purchase of a re-locatable trailer for storage of Carrillo Ranch artifacts
with funds from the Carrillo Ranch Trust Account. Authorize the location of the trailer
at the Public Safety and Service Center on an interim basis.
ITEM EXPLANATION: -.
On July 26, 1994, staff presented the issue of Carrillo Ranch artifact storage to the
City Council for consideration. After staff presentation and Council discussion, staff
was directed to investigate the acquisition of a storage facility, and the possibility of
storing the artifact collection at the Public Safety and Service Center. Staff was
further directed to present this issue to the Parks and Recreation Commission for a
' recommendation.
After Community Services Department staff analysis and discussion with the Police
Department and volunteer Carrillo Ranch curator, the following recommended action
was presented to the Parks and Recreation Commission for their consideration.
That the purchase of an 8' x 20' re-locatable trailer at a cost of $3,500 be
made to accommodate the storage of artifacts.
That the trailer be located at the Public Safety and ServiceCenter to the north
of the Police Department employee parking lot.
That funding for the trailer be made available through the Carrillo Ranch Trusi
Account.
Notwithstanding the need to make minor modifications in order to enhance securit)
measures, the re-locatable trailer is considered a more viable option than a storagc
container in terms of size, cost, aesthetics and variety of future uses. Additionally, thc
proposed location of the trailer is within a secured (fenced) area with noticeablc
police activity seven (7) days per week. With the exception of an electric meter, nc
additional site preparation is necessary as the area is paved and electrical service i:
already in place.
On September 19, 1994, the Parks and Recreation Commission considered thi:
request and unanimously (5-0) approved staffs' recommendation to purchase the re
locatable trailer with funds from the Carrillo Ranch Trust Account and locate the traile
at the Public Safety and Service Center. Mrs. Joan Kindle, the volunteer curator i!
in accord with this recommendation.

Annual maintenance and operation costs are anticipated to be minimal and will be
absorbed within the existing 1994-95 operating budget.
Funding for this purchase was not budgeted in the FY 1994-95 operating budget.
However, both staff and the volunteer curator believe this purchase to be a legitimate
use of Carrillo Ranch Trust Account funds as the trust was specifically established to
receive and hold donations of money, artifacts, and memorabilia for the Carrillo
Ranch. Furthermore, Carlsbad Municipal Code 2.36.090 (d) Carrillo Ranch Trust,
states that all donations accepted in the trust must be used exclusively for purposes
relating to the development, operation, and maintenance of the Carrillo Ranch. The
artifact collection in a climate-controlled environment conducive with the proper
artifact storage.
Funds currently available in the Carrillo Ranch Trust Account No. 880-519-9208-OOOC
total $1 2,266.

CARLSBAD, CALIFORNIA, AUTHORIZING THE
STORAGE OF CARRILLO RANCH ARTIFACTS FROM
FUNDING AVAILABLE THROUGH THE CARRILLO
PURCHASE OF A RE-LOCATABLE TRAILER FOR THE
RANCH TRUST ACCOUNT #880-519-9208-0000
WHEREAS, the City of Carlsbad has received a significant amount of artifac
8 memorabilia relating to the Carrillo Ranch, and
9 WHEREAS, the City Council desires to store these artifacts in an appr
10 storage facility located in a safe environment, and
11 WHEREAS, the City Council believes the purchase of a re-locatable tra

14 Safety and Service Center, and
15 /j WHEREAS, the City Council believes funding for the re-locatable trailer for
16 storage is a legitimate use of funds from the Carrillo Ranch Trust Account,
