CITY A CITY M MTG. DEPT. ENG RECOMMENDED ACTION: CONTRACT AMOUNT FOR CONTRACT 31 66 PALOMAR AIRPORT ROAD/EL CAMINO REAL WIDENING 10/25/94 Adopt Resolution No. '14 -301 approving increase in contract limit by $250,000 to expenditures for Contract 31 66, Palomar Airport Road and El Camino Real Widenir ITEM EXPLANATION: On December 8, 1992, the City Council awarded a contract in the amount of $6,4 to West Coast General, J.V. Council also has authorized a construction continge $1,047,369. The project is nearing completion and an increase in the contract limit a is required to meet the final project costs. These cost increases are due primz change order and bid item quant'ity increases in the area of Recycled Miscellaneou: and earthwork. Recycled Miscellaneous Base (RMB) is the reuse of existing pavement and roc1 material in the new roadbed. At the time of bid it was estimated that all of the e pavement and one half of the existing rock base could be recycled. During consti West Coast General Corporation, J.V. found it possible to recycle all of the material ii new roadbed. The contract allowed for this option; however, because the cost of !e base exceeds the combined costs for excavation and new base material, additiona are required. Maximum utilization of recycled material is consistent with Council policy and aH somewhat more expensive, results in more efficient use of scarce material resourcl reduces transport impacts on the community. The second area of major cost impact is in the area of earthwork. To avoid PC delays in construction due to gnatcatcher protection, a change order was approved import of dirt into this project which was not otherwise available in a timely manne quantity of dirt required to complete the work was in excess of the estimated amo In addition to the imported earth, unsuitable soils material in the foundation i roadway exceeded the amount expected under the original contract. These areas, as alluvial fill areas, required excavation and recompaction by the contractor. Inc in alluvial removals are not uncommon. The work is not visible prior to constructic the precise extent of removals cannot be known until the actual excavation proceed increase due to this item of work exceeded original estimates and the precise amoi been a matter of dispute until recently. During the course of this contract, an unusual number of time and material change have been processed. The reason for this is the difficulty in deriving a scope of wo to various unknowns in performing the work and the difficulty in negotiating fair pricc the contractor. These types of change orders are for estimated amounts whicl exceeded in some cases. Staff estimates that the increase in contract limit of $250,000 will be adequate to co the project. As Council is aware, the contract is in litigation and a number of issues in dispute. That additional expenditures in the amount of $250,000 for Palomar Airport R El Camino Real Widening improvements specifically identified as Contract No. 3 approved.
