HR RECOMMENDED ACTION: Adopt Resolution No. ?%303establishing a new classification of Community Library Services Supervisor, deleting the classification and title of Library Services Supervisor, and amendinc the General Employees’ Classification and Salary Plan: ITEM EXPLANATION: Originally funded by a federal Partnerships for Change grant, the Carlsbad City Library openf the Centro de Informacion Community Library in November 1991. This new library serves several thousand Spanish-speaking families living in Carlsbad, most of whom have no previot experience with a public library. The highly personalized service enables adults and childrer to get the information and referrals they need to participate more fully in their community ai has enabled the City to better respond to an increasingly diverse population in Carlsbad. As a result of the popularity of the library, the Centro has developed a collection of 2,144 Spanish-language and bilingual materials, and the Main Library has increased its Spanish- language materials to over 3,500 items. Since opening in 1991 through June 1994, neighborhood residents made over 41,000 visits to the Centro. Staffed by 4 hourly bilingual library technicians, the library is open 23 hours per week and offers a wide variety of programs for adults and children. The Partnerships for Change grant is expiring in 1995. The Library has restructured and reallocated its FY 1994/95 budget in the effort to continue this program and to incorporate Centro’s services into its regular library services. The attached job description (Attachmer A) for a Community Library Services Supervisor has been developed as a new classification this community library. Staff recommends that this new classification be established in -the General Employees’ Classification and Salary Plan at range 50. This salary recommendation based on the responsibilities and scope of this position as compared to similar library classifications. The conversion of the funding for this position as a three-quarter-time reg position has been approved in the FY 1994-95 budget. Staff also recommends the deletion of the classification and title of Library Services Superv This classification was formerly the branch library supervisor position and has since been reclassified to Library Services Specialist in the Management Classification Plan. FISCAL IMPACT: As grant funding for the Centro de Informacion is declining, and will expire after September 1995, funds were budgeted within the General Fund in order to continue the Centro services the current year. Included in the FY 1994-95 Library budget is funding for one three- quarter-time position at $27,400. There are sufficient funds in the department’s budget tc implement this recommended classification and compensation amendment. e 0 Page 2 of AB # 1Xj921 In 1995-96, all grant funds supporting Centro de Informacidn will expire and additional costs of approximately $36,000 will be included in the 1995-96 library budget for a total progra cost of $63,000. The library will be absorbing the additional costs of the Centro program in conjunction with curtailed used of the California Library Services Act grant fund balance whic will result in reductions to other library services. These issues will be included in the next year's operating budget . DISTINGUISHING CHARACTERISTICS: A community library is typically smaller and focuses on the special needs oj neighborhood, culture or language of the community served vs a branch library that typically serves a broader population and offers a wider scope c services. The Community Library Services Supervisor specializes in developing library collections and services to meet the needs of the particular community as well as performing extensive outreach and interaction with community groups and individuals to promote library services. The next higher level of Senior Librarian specializes in a particul subject area and is the supervisor of a major library division. The Library Services Specialist is a branch library supervisor. KEY RESPONSIBILITIES: Formulate community library goals, objectives, policies and procedures wi input from the community and other library staff to make library collectioi arad services accessible to the community, Interact with individuals and groups within the community to determine information needs and plan cooperative services to meet those needs. Oversee and participate in selection of adult and children’s materials, especially bilingual materials and those in the language of the community being served. Plan and administer a variety of specialized adult and children’s program? for the community served. COMZUIUNITP LIBRARY SERVICES SUPERVISOR a 0 Community Library Services Supervisor, p. 2 Write, translate and oversee the development and distribution of bilingual public relations materials. Provide personalized reading guidance, information and referral assistance to library patrons. A typical way to obtain the knowledge and abilities would be: Equivalent to the completion of the twelfth grade, supplemented by college level coursework in library sciences, and Two years experience involving community relations with diverse populations, particularly with a population similar to that served by tl community library, and a minimum one year progressively responsik library experience, preferably in a public library. SPECIAL REQUIREMENTS: Possession of a valid California driver’s license and evidence of a safe drivir record. Depending on the assignment, specialized language skills requiring oral ar written fluency in the language of the community served may be required.
