RECOMMENDED ACTION:
Adopt Resolution No.Yq-3ofl authorizing the Carlsbad City Library to apply for a
grant from the California Library Literacy Service.
ITEM EXPLANATION:
The Carlsbad City Library has provided an adult literacy program since 1984. Since
the library's Adult Learning Program has been fully supported by the City's General
Under legislation approved in 1990, which created the California Library Literacy Ser
the State Library has provided matching grants to California Public Libraries that ha\

funds. For the Carlsbad City Library, State matching funds for 1994-95 will be $23,E
based on the Adult Learning Program's current budget of $1 17,450.
FISCAL IMPACT:
The Carlsbad City Library meets the eligibility requirements for receiving State matcl
funds. These matching funds are awarded by the State to extend or enhance existii
literacy services.
Grant funds, again, will be used for a one-time purchase of additional equipment,
computer software, and books designed to improve the quantity and quality of
instructional programs. $1 7,000 in capital expenditures for new equipment, the larg
part of the grant request, will cover soundproofing and work stations for the compul
and classroom; establishing an online public access catalog; and an additional corn
for the lab.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING THE APPLICATION
FOR A GRANT FROM CALIFORNIA LIBRARY SERVICES
ACT FUNDS.
WHEREAS, the Carlsbad City Library Adult Learning Program provides
training to meet the literacy needs of adults; and
WHEREAS, the Carlsbad City Library Adult Learning Program supports tf
goals of the City Council and the objectives of the library; and
WHEREAS, the California State Library will provide additional support for
the Adult Learning Program with grant funds;

Use this page and additional pages as needed to describe how your
library will use the CLSA matching funds for the California Libraq
Literacy Service requested for Fiscal Year 1994/95.
The Carlsbad City Library Adult Learning Program will use 1994/1995 California Libra1
Literacy Service matching funds to enhance the quality, quantity, and variety of
instruction available to adult learners. Primary focus will be on increasing the number f
tutoring stations in the classrooms and computer lab and providing better soundproofini
in those areas to improve quality of instruction. Additional instructional software and
books will be purchased for learners, with emphasis on software that can be used
independently by learners with the lowest reading levels, enabling study opportunities in
addition to time spent with the tutor. Funds will also be used for a recognition event
and support services for volunteers and adult learners.

SUBJECT: Plans of Service and Budgets for Fiscal Year 1994-95
I enclose a listing of public libraries, including yours, that have certified funds available
for the California Library Literacy Service (CLLS) in Fiscal Year 1994-95. The amount
eligible for matching by the State and the resulting funds available for each local library
are listed.
Please complete a Plan of Service Abstract, Plan of Service and Budget page, using the
enclosed guidelines and forms. Return them postmarked by November 10, 1994. NOTE
THAT THIS IS EARLIER than (incorrectly) stated in the August 5 memo from Gary E.
Strong regarding matching funds certification. However, it is the same timetable used last
year. This will enable us to get award letters and requests for your checks out by
November 23, while the later return date would delay the award announcements and checks.
Although it is intended that you will be awarded the amount for which you are eligible,
your receipt of matching funds iq contingent upon the State Library’s receiving a
satisfactory Plan of Service and Budget from your library.
Mail the completed documents in original plus two copies (three total), postmarked by
November 10, 1994, to:

The State match this year is $1 for each $4.97 raised locally. This is a 10% decrease
from last year, which was one State dollar for each $4.51 raised locally. This is the first
year since the matching program began in 1990 that the State match did not come closer
to the 100% match authorized by the California Library Literacy Service Act.

ye&. This increase in literacy funds raised locally is particularly
place during the continuing California recession. ,-
Remember that your "matching-funds grant is based on all the services supported by the
funds you have certified as eligible for matching. You are required to report on all the
learners and tutors supported by these funds. Timely submission of Quarterly Reports to the
California State Library is essential for us to be able to keep the California Library
Services Board (CLSB) and the Legislature accurately informed on the effectiveness of the
California Literacy Campaign.
Remember also that your certification is a commitment to expend at least the amount you
have certified for literacy, and that your fourth quarterly financial report must show that
you have complied with that commitment.
Your full participation in the use of CALPEP is important. The new CALPEP software
is nearing completion. You should be doing initial CALPEP assessments soon after each
new adult learner begins, and again in December and June.
