ITEM EXPLANATION
This item presents to the City Council the first formal annual report on the City's prog
implementing the programs of its general plan. The period being reported is July 1, 1993
30, 1994.
Recent changes to State law require each local jurisdiction to prepare an annual rey
implementing its general plan and to present the report to the jurisdiction's legislative bo
Office of Planning and Research, and the Department of Housing and Community Develo
As established by Government Code Section 65040, this report on the general plan is.
with among other things, "....the status of the jurisdiction's [general] plan and progres
implementation, including the progress in meeting its share of regional housing needs. ..ar
efforts to remove governmental constraints to the maintenance, improvement, and develc
of housing..,."
On September 6th of this year, the City Council approved a comprehensive update
General Plan which was prepared in accordance with the State of California Generi
Guidelines and addresses all requirements of that document. Phone conversations wil
indicate that, because of the recent approval date, a copy of the General Plan wo
permitted to function as the City's first annual report.
In December/January, staff will prepare a list of still outstanding programs which wo
addressed by the City Council during their yearly Goals and Objectives discussion. This
then be reviewed and evaluated during Budget and Capital Improvement Program he
Priorities would be assigned with subsequent staff direction provided. Next September, i
report would be presented to the Planning Commission and the City Council, follo
October by the mandated reports to OPR and HCD.
This year a report on implementation of the Housing Element has been prepared under sc
cover; however, next year the status report on the General Plan will include the H
Element.
Staff is recommending that the City Council direct the Planning Director to send a cop)
updated General Plan to the State of California, both the Governor's Office of Plannii
Research and Department of Housing and Community Development.
FISCAL IMPACT
No new costs are associated with this action.
