AMENDMENT NO. 4 TO
LA COSTA AVENUE/I-5 INTERCHANGE PROJECT
ECOMMENDED ACTION:
Adopt Resolution NO. qq -31 9 approving Amendment No. 4 to the existing Consul
agreement with Boyle Engineering Corporation for additional design work required for
La Costa Avenue and 1-5 Bridge, Project No. 3219.
ITEM EXPLANATION:
On July 7, 1992, the City Council adopted Resolution No. 92-220 approving a consu
agreement with Boyle Engineering Corporation for the design of the La Costa Aw
and 1-5 Interchange Project. The southwest corner of 1-5 and La Costa Avenue
registered archaeological site and contains historical Indian shell deposits which mu:
avoided. Changes to the original design are necessary to avoid the archaeological
Boyle Engineering has proposed to re-design the southbound on-ramp and n
additional changes to the plans required by Caltrans requirements and provide fivc
additional title reports. The fee for these changes will be $30,502 which is reflectel
Amendment No. 4.
Staff recommends approval of the attached Amendment No, 4.
FISCAL IMPACT
Funds in the amount of $398,051 are available in Account No. 430-820-1 890-321 9 to (
the total costs of Amendment No. 4 in the amount of $30,502.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING AMENDMENT NO. 4 TO AN AGREEMENT
BENVEEN THE CITY OF CARLSBAD AND THE FIRM OF BOYLE
ENGINEERING CORPORATION, FOR ARCHAEOLOGICAL AND DESIGN
PROJECT NO. 3219
REVISIONS OF THE LA COSTA AVENUE AND 1-5 INTERCHANGE,
WHEREAS, the City Council of the City of Carlsbad has determined that it is desiral
necessary to amend an agreement between the CiUy of Carlsbad and the consulting firm a
Engineering Corporation for the design revisions of the La Costa Avenue and 1-5 Inter
Project.
WHEREAS, additional engineering services are needed to proceed with the desig
La Costa Avenue and 1-5 Interchange.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carl!
follows:
1. That the above recitations are true and correct.
2. That Amendment No. 4, attached hereto as Exhibit "A and "B, and madc
hereof, is hereby approved.

THIS AMENDMENT NO. 3, made and entered into as of the rfh day of
Dece )h be ,-- , 1994, by and between the CITY OF CARLSBAD, a municipal corporation,
hereinafter referred to as "CITY", and BOYLE ENGINEERING CORPORATION, hereinafter referred
to as "CONSULTANT."

WHEREAS, CONSULTANT and CITY entered into an agreement on July 14, 1992, tc
provide engineering services for the La Costa Avenue/l-5 Interchange Project, hereinafter referrec
to as the "PROJECT"; and
WHEREAS, said agreement identified a scope of work including the preparation of plans,
specifications, contract documents, and cost estimates for the PROJECT; and
WHEREAS, the parties to this aforementioned agreement desire to expand the scope o
work to include additional engineering work due to environmental restrictions and changes to thc
design of the southwest on-ramp; and
WHEREAS, CONSULTANT possesses the necessary skills, experience, professions
expertise, financial abilities, and other qualifications to provide said services required by CITY
and
WHEREAS, a supplemental scope of work and fee schedule have been negotiated ani
agreed to between the parties hereto, and as shown on Exhibit "A" and "B" Scope of Services
and
WHEREAS, the City of Carlsbad, California, hereby finds it necessary, desirable, and i
the public Interest to proceed with this Amendment No. 3 for said additional work.

NOW, THEREFORE, in consideration of these recitals and the mutual covenants contained
herein, CITY and CONSULTANT hereby agree as follows:
1. CONSULTANT shall provide services as outlined on the attached Exhibit "A"
and "8".
2. CITY shall pay CONSULTANT for all work associated with Paragraph 1 above, on
a time and materials basis not-to-exceed $30,502. CONSULTANT shall provide CITY on a
monthly basis, copies of invoices sufficiently detailed to include hours performed, hourly rates,
and related activities and costs for approval by GIN.
3. All provisions of the aforementioned agreement entered into on July 14, 1992, bl
and between CITY and CONSULTANT shall remain in full force and effect.
4. This Amendment No. 4 to the aforementioned agreement between CITY anc
CONSULTANT shall be effective on and from the day first above written.

Amendment No. 4

LA COSTA AVENUEM INTERCHANGE
Introduction
This is the scope of services for Amendment No. 4 to the “Agreemc
for Design Services for Improvements to the La Costa Avenuefl-5
Interchange,” dated July 14, 1992, by and between the City of
Carlsbad (City) and Boyle Engineering Corporation (Boyle). City 1
requested that Boyle revise the project geometry, perform addition:
right-of-way services, incorporate new Caltrans CADD standards,
eliminate seismic retrofit from the project, and revise the stage
construction.
The estimated costs for completing this work are attached as Exhib
B. City and Boyle agree that these costs are approximate, based on
current understanding of the additional work requested. Should the
level of effort be significantly different than anticipated, City and
Boyle agree to adjust the fee accordingly.
1. Revise Project Geometry
The City has requested the following changes to the project geome
A. Southbound On-Ramp - Widen the ramp on the east sid
instead of the west side to avoid cultural impacts.
B. Median at Piraeus Street - Eliminate the strip median ar
provide for the westbound to eastbound U-turn.
Revise the following sheets to reflect the changed geometry: Typic
Cross Section (X), Layout (L), Profile and Superelevation Diagrm
(P), Construction Detail (C), Grading and Drainage Layout (G),
Drainage Profiles & Details (D), Utility (U), Stage Construction (:
Construction Signing (CS), Pavement Delineation (PD), Electrical
and earthwork sections. Recalculate earthwork quantities and othe
material quantities.

Amendment No. 4
II. Additional Right-of-way Services
Order Five Title Reports: Order title reports for six parcels (two art
combined into one report) in the southwest quadrant. Litigation
guarantees will be requested in the amount of $75,000 each. Boyle
proposes to order these from Stewart Title Insurance Company. C
for right-of-way engineering for the driveway relocation affecting
these parcels are not included in this amendment.
111. Incorporate New CADD Standards
Incorporate changed Caltrans CADD standards. These are standarc
which are not specified in the CADD Users Manual, that was
referenced in the original contract between City and Boyle. At the
the CADD files for the 50 percent submittal were prepared, Boyle
could not have anticipated these changes in policy. These changed
standards are due to revisions in either:
A. Headquarters Policy: Examples include elkination of
reference files, rotation of sheet views, and leader lines
B. District 11 Policy: Examples include line weights, font
sizes and types, text nodes, shared and nested cells, an(
types.
A more detailed list of these changes has been submitted to the Ci
for review.
IV. Eliminate Seismic Retrofit
Seismic retrofit is being eliminated from this project because Calt
plans to complete a column wrap project prior to this project. Ren
the column retrofit from the structural plans. Coordinate with the
the structure design are affected. Coordinate with Caltrans to proc
the interchange project as a seismic retrofit project, since the bnd,
widening is critical to the seismic strategy. Estimate the state’s
funding share of the overcrossing widening costs.

V. Revise Stage Construction
Revise the stage construction plans to combine Stages I and I1 into s
new Stage I, and combine Stages I11 and IV into a new Stage 11. Re\
Stage V to be a new Stage 111. Stage construction plans will show
bridge widening on the north and south sides of the bridge
simultaneously, with no work on the existing bridge bent.
Compensation
These tasks will be completed on a lump sum basis for a fee of
$30,502. A detailed cost breakdown is included as Exhibit "B."
Schedule
Boyle will incorporate these changes for the 100 percent submittal
January 16,1995.
