ENG R€MMM€Mb€b ACT16N: AIRPORT ROAD FROM THE PRICE CLUB INTERSECTION TO THE EASTERLY CITY LIMIT Introduce Ordinance No. NS-$?8 to establish a prima facie 55 mile per hour spe upon Palomar Airport Road from the Price Club signalized intersection to the east limit. ITEM EXPLANATION: Palomar Airport Road is a prime arterial roadway approximately 5.3 miles long fi Price Club signalized intersection to the easterly city limit and is located in the ir corridor of Carlsbad. The road segment between El Camino Real and the east ( has recently been constructed to prime arterial design standards. However, at t the roadway has been built with only two lanes in each direction and an unimprovel median. A bike lane has been provided on each side of the road. In the fi development takes place the road will be widened to six lanes. Prior to the recent improvements, Palomar Airport Road from El Camino Real to * city limit followed a curvilinear alignment with substandard curve radii, had one tra in each direction, with no bicycle lanes provided. The prima facie speed limit segment was 45 miles per hour. With completion of the improvements, the Eng and Traffic Survey supports a 55 mile per hour prima facie speed limit. The Palomar Airport Road cross-section from the Price Club entrance to El Cami varies with four or six traffic lanes plus a bicycle lane on each side. This segrr previously been posted as a 55 mile per hour speed zone and such posting is su by the results of the Engineering and Traffic Survey. Sections 22357 and 22358 of the California Vehicle Code authorizes local authc establish a prima facie speed limit on the basis of the results of an Engineering an Survey. The Engineering and Traffic Survey considers such factors as the nu collisions that have occurred on the road segment, roadway features, traffic v pedestrian volumes, adjacent land uses, driveway locations, criiical speed, conditi may not be readily apparent to the driver, horizontal and vertical alignment, stoppi distance and superelevation. Staff presented the results of the Engineering and Traffic Survey to the Traffic Commission at their November 7, 1994 meeting. By a 3-0 vote, the Corn recommended that a prima facie 55 mile per hour speed limit be established upon I Airport Road from the Price Club signalized intersection to the east city limit. FISCAL IMPACT: Installation of eight (8) speed limit signs will cost approximately $1,000.00. EXHIBITS: 1. Location map. 2. SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code i: by the revision of Section 10.44.170 to read as follows: "10.44.170 Palomar Airport Road: (4 Upon Palomar Airport Road from Carlsbad Boulevard to its inter5 Paseo Del Norte, the prima facie speed limit shall be thirty-five miles per (b) Upon Palomar Airport Road from Paseo Del Node to its inters the Price Club signalized intersection (approximately 1,800 feet easterly) facie speed limit shall be forty-five miles per hour.
