RECOMMENDED ACTION:
Adopt Resolution No. 9s reclassifying two incumbents from Building Maintenance Worker
to Building Maintenance Worker II.
ITEM EXPLANATION:
The Building Maintenance Worker I is an entry level classification intended to prepare and tr
incumbents to perform skilled maintenance and repair tasks in a broad range of craft areas ir
the carpentry, plumbing, electrical and mechanical trades. The Building Maintenance Worke
is considered the skilled crafts worker at the journey level. Currently, two incumbents in th
Building Maintenance Worker I classification are functioning at the proficiency and skill lev(
defined in the Building Maintenance Worker II classification and are recommended to be
reclassified to the higher level.
Over the past two years, two Building Maintenance Worker I incumbents have gradually
assumed these higher skilled duties and have demonstrated the skills and knowledge required
the Building Maintenance Worker II level. The most significant examples of their higher lev
skills and accomplishments have been in the renovation projects of City Hall North Wing,
Housing and Redevelopment, Scout House, and most recently, the Community Services
Operations Center at Oak Ave. In each renovation project, they reconstructed walls, doors,
windows, moved electrical sources, installed plumbing, painted and finished each project to
completion which are skills required of the journey level classification.
Based on the job audit conducted by Human Resources and recommendations from the
Maintenance Supervisor and Building Maintenance Superintendent, staff recommends that th
two Building Maintenance Worker I incumbents be reclassified to the Building Maintenance
Worker II classification. The Building Maintenance Division of the Community Services
Department has allocated and budgeted for two Building Maintenance Worker II positions in t
FY 94-95 budget. Based on this staffing allocation, funds for these reclassifications will be
absorbed in the current departmental budget.
FISCAL IMPACT:
The estimated annual cost of the reclassification of two Building Maintenance Workers is
$5,000. The estimated cost for the remaining FY 94-95 is $2,500.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, REClASSlFYlNG TWO BUILDING
MAINTENANCE WORKERS I TO BUILDING MAINTENANCE
WORKERS II.
WHEREAS, the City Manager recommends and the City Council concurs, thal
is desirable and necessary to reclassify two Building Maintenance Workers I to Builc
Maintenance Workers II in the Building Maintenance Division of the Community Sen
Department; and,
WHEREAS, the City and the Carlsbad City Employees’ Association have met 8
conferred on the impacts of this recommendation on represented employees.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:

That the above recitations are true and correct.
That the City Council authorizes and directs the City Manager to recl,
the two Building Maintenance Workers I to Building Maintenance Workers II in the
Building Maintenance Division of the Community Services Department.
