ITEM EXPLANATION: In fiscal year 1995-96, the City of Carlsbad will be entitled to a new allocation of Communi Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Developr receive these funds, the City must submit a "Final Statement of Proposed Projects" to I 1995. In order to develop Carlsbad's 1995-96 CDBG program, staff is requesting the actions from City Council: 1) authorization to distribute the "Request for Propos; acceptance of public comments and approval of the proposed 1995-96 Carlsbad Housing Development Plan; and, 3) approval of the revised proposal reviewlfunding recommendal other related CDBG documents. The total amount of funding available for allocation to eligible projects during the j 995-96 year is approximately $685,848. This figure includes the estimated $614,000 in a new CI allocation and $71,848 which is available for reallocation from previously approved proj, to be reallocated are available as a result of projects which were canceled or completec of funds. The canceled projects include: Western Institute Foundation for Mental Hea of property ($50,000) and the Boys and Girls Club's development of an outdoor recreatior The improvements to Carlsbad High School's stadium light.ing system were completed \I $19,847.84 in CDBG funds. The primary objective of the CDBG program is to assist low and moderate-income persol The funds may be used for projects that meet at least one of the following three Objectives: 1. The local objectives for the Carlsbad CDBG program are outlined in the attact and Community Development Plan" (Exhibit 2). These objectives reflect the City's desire well-balanced CDBG program which best meets the various public services and public fa1 low and moderate-income Carlsbad residents. As required by federal regulations, the p identifies the City's community development and housing needs as well as specifies both s long-term community development objectives. The Housing and Community Development Plan is consistent with the Carlsbad Compreher Affordability Strategy (CHAS). In addition, the Housing and Community Developmenl incorporated into the newly required consolidated submission currently being developed b required for all Community Planning and Development programs, inclusive of the CDB program, administered by HUD. In order to be consistent with the citizen participation requirements of the new consolid submission process for the CDBG program, staff is also recommending revisions to the Participation Plan, which was previously approved by City Council an February 8, 1994 Participation Plan is being revised to allow public participation throughout the process of d reviewing the City's progress in implementing the CDBG program. Therefore, in additiol the Housing and Community Development Plan, Council is being asked to accept comn public regarding the local objectives outlined within the Housing and Community Develo compliance with the City's Citizen Participation Plan. With the assistance of a City Council Subcommittee, consisting of Council members Ramc Julie Nygaard, the proposal review/funding recommendation process and other related CD! have been revised to: 1) reflect the City's desire to promote the development of a well-b: program; 2) give the Funding Advisory Committee greater direction in their role and res reviewing funding proposals and making recommendations regarding such funding alloci outline the method in which proposals will be evaluated and selected to ensure the ready i of programs/projects which best serve the needs of low and moderate-income Carlsba As outlined in Exhibit 4, the process for review and prioritization of proposa recommendations has been revised to require staff to: 1) make a basic eligibility de submit eligible proposals to the CDBG Funding Advisory Committee for evaluation; 3) p evaluation of each eligible proposal according to pre-established criteria; 4) rank each prc evaluation based on the average score received on a 100 point-system; and, 5) presen ranked proposals to the Advisory Committee for funding recommendations. Introduction Funding for the federal Community Development Block Grant (CDBG) Program is autho~ under Title I of the Housing and Community Development Act of 1974, Public Law 93- The program provides grants on a formula basis to entitled cities and counties to develop v urban communities through the provision of decent housing, a suitable living environmeni by expanding economic opportunities for low and moderate income persons. The amount of each entitlement grant is determined by statutory formula which uses se objective measures of community need, including the extent of poverty, population, hot overcrowding, age of housing and growth lag in relationship to other metropolitan areas. Entitlement communities, such as the City of Carlsbad, develop their own programs and fun priorities (see Local Objectives). However, maximum feasible priority will be given to actiy which meet at least one of the local community development objectives and at least one o three broad national objectives for the program. 11. Program Development The City of Carlsbad is eligible to receive CDBG funds on an annual basis. In ordel Carlsbad to receive the grant, a list of community development objectives must be devel along with an outline of proposed projects. Activities that can be carried out with CDBG funds may include, but are not limited to: F service activities, acquisition of real property, relocation and demolition, rehabilitatic residential and nonresidential structures, construction of public facilities and improvement conversion of schools for eligible purposes, In addition, CDBG funds may be used for acti relating to energy conservation and renewable energy resources. BACKGROUND Each year the City of Carlsbad is entitled to receive funding from the U.S. Departme] Housing & Urban Development, through the Community Development Block Grant (CC Program, to fiiance projects and/or services which benefit low/moderate in( service agencies for CDBG funding have increased and it has become more difficult to selec activities to receive these funds and to determine the appropriate funding levels. A Community Development Block Grant Funding Adv Committee, will be appointed to review and make recommendations to the City Counc funding levels for each of the CDBG eligible activities submitted by local service organiza andlor city departments. PROCEDURES The goal of the City of Carlsbad is to develop a well balanced CDBG program that reflect various public service and public facility needs of its low/moderate income residents, with primary areas of focus: 1) affordable housing; 2) public/social services for lower in( persons; and 3) services for children and adults, including the elderly, with special needs. The following procedures outline the steps to be used by the CDBG Funding Adv Committee and staff of the Housing and Redevelopment Department in selecting activities v provide for a well balanced CDBG program and in making recommendations for allocatir the CDBG funds on an annual basis: APPLICATION RE a W PROCESS ,. PAGE 2 1. Interested persons, non-profit organizations, City departments and others may submi request for CDBG funding on the appropriate application form. A public notice in a lo newspaper of general circulation will indicate how to obtain an application and the ( date for all proposals. Generally, the application review process will begin in January February of each year. 2. Upon receipt of proposals/applications for funding, Housing and Redevelopm Department staff will make a determination regarding the eligibility of each propo; project for funding consideration under the CDBG program. Requests for CDBG ful shall be considered by the City of Carlsbad for funding only if the application is compl and demonstrates that &l of the following conditions have been met: a. . The governing board formally authorized the organization’s request for CD funds from the City of Carlsbad; b. The proposed use of funds is an eligible activity, per the Federal regulations the CDBG program; c. The proposed use of funds meets at least one national objective for the CD program, as established by the Federal regulations; and, d. The proposed use of funds meets at least one local objective for the CD program, as established by the City of Carlsbad‘s Community Development P 3. All complete applications for CDBG funds, which have met the conditions outl. above, shall be considered eligible for funding consideration and shall continue in activity selection and funding allocation process. All applications which are dee. ineligible for funding consideration shall receive written notification that the applica for CDBG funds is ineligible due to a specified reason and will not be reviewed fur by staff or the Advisory Committee. 4. The Community Development Block Grant Funding Advisory Committee will serv an advisory committee to consider the needs of low/moderate income Carlsbad resid and to make recommendations to the City Council for the funding of activities whiclr the “most qualified” to meet those needs. The Committee will consist of seven members and will include the following representatives to be appointed by the Council: Senior Commissioner, Planning Commissioner, Section 8 Rental Assist; Program participant or other low/moderate income person, and four citizens-at-large from each quadrant of the City). The CDBG Program Administrator will serve as liaison to this committee for the purpose of considering the funding recommendation this program. APPLICATION &W PROCESS 0 PAGE 3 5. Each eligible proposal/application for CDBG funds shall be reviewed and evaluated ranking purposes, based upon the criteria outlined below. The CDBG Funding Advi Committee, as well as Housing and Redevelopment Department staff, will evaluate eligible proposal/application for funds and assign a score based on a maximum 100 p scale using the following criteria: a. ORGANIZATIONAL ABILITY/CAPACITY i. General experience of organization in providing services to low/moderate income personsfiouseholds. ii. Specific experience of organization in providing the proposed activity. iii. Capacity/ability of staff assigned to implement proposed activity. iv. Organization's experience with the administration of CDBG or other State or Federal funds. v. Level of ability demonstrated by organization to provide services and to adhere to applicable local, State, or Federal regulations governing funding sources. b. F'INANCIAL CAPACITY/STABILITY i. The noted interview will provide the Advisory Committee with an opportunity to 0' additional information regarding the organization and the proposed activity that ma: have been provided in or was unclear within the application. It will be suggested applicants provide any documents which may assist the Advisory Committee and sh evaluating the proposal/application m to this interview. 7. Following the interview and evaluation of each eligible proposal/application, staff categorize the eligible proposals/applications into the following three classification! a. Public services/facilities for the purpose of providing or maintaining afford b. Public services/facilities for the purpose of providing public/social services c. Public services/facilities for the purpose of providing public/social ser housing; specifically for special needs groups. Staff will average the evaluation scores given by each Advisory Committee membel Housing and Redevelopment Department staff. The average score received will thc used to rank order each of the proposals/applications within each of the classifications for public service/facilities noted above. This information will the presented to the Advisory Committee for further review and evaluation to determin level of funding to be recommended for each proposal. 8. It is the Advisory Committee's responsibility to make a recommendation on the lek CDBG funding to be allocated to the eligible activities according to the orde proposals/applications were ranked within each classification. This includes: 1) the solicitation of prop( from City Departments, as well as from throughout the community, in accordance witk citizen participation requirements of the program; 2) the review of proposals for eligibilitl preparation of the application to the U.S. Department of Housing and Urban Develop1 (HUD) for the projects approved by the City Council; 4) monitoring approved projects; ar reporting on the program to HUD, to the City Council and to the citizens of Carlsbad. PROCEDURES I. SOLICITATION OF PROPOSALS: A. In December of each year, at least one (1) notice will be published in a : newspaper announcing the availability of CDBG funds for the upcoming proh year and requesting proposals for projects to be carried out with these funds the exact amount of funding is not known at this time, an estimate amount be identified. ) B. In December of each year, letters will be mailed to all citizens and comml service organizations that have expressed an interest in the program infon them of the availability of CDBG funds for the upcoming year and solic proposals for projects to be carried out with these funds. C. In December of each year, memos will be sent to all City Departments infon them of the availability of CDBG funds for the upcoming year and solic proposals for projects to be carried out with these funds. D. In accordance to the City’s Citizen Participation Plan, the Housing Redevelopment Department, as well as other City departments, will prc technical assistance to all persons, agencies or organizations interestel developing a project proposal utilizing CDBG funds. WVEW OF PROPOSALS: In an effort to facilitate the review of project proposals and the allocation of funding, the 1 has established a proposal review and funding recommendation process, known as Application Review Process. Staff's and the Council appointed CDBG Funding (Citi Advisory Committee's responsibilities for the application review process are outlined withi1 "CDBG Funding Committee: Roles and Responsibilities". In accordance to the City's Application Review Process, the following briefly outlines the z to be used by City staff in reviewing proposals and making recommendations for allocatio the CDBG funds on an annual basis: A. Upon receipt of proposals/applications for funding, City staff will evaluate application for completeness. Additional information will be requested fron applicant if necessary. Applications which are found to be complete wil reviewed for basic eligibility purposes per HUD regulations. B. Proposals with an application that has been deemed as complete will be revie for eligibility using the following criteria: 1. Determine if the activity proposed is included within the listing of elil activities in the CDBG regulations; 2. Determine if the activity falls within a category of explicitly inelij activities, despite its apparent inclusion within the listing of elij activities; 3. Determine the extent to which each project/service meets the nati objectives (benefits) for the CDBG program; 4. . Determine the extent to which each projecthervice meets the : (Carlsbad) objectives for the CDBG program; and, 5. Determine if the governing board formally authorized the organizatj request for CDBG funds from the City of Carlsbad, Proposals which do not meet the basic eligibility criteria will not be evalt further by staff. Proposals which receive a basic eligibility determination wi further evaluated for ranking purposes. C. Each eligible proposal will be reviewed by City staff and the CDBG Fun Advisory Committee and ranked according to specific evaluation criteri outlined within the City's Application Review Process. IMPLEMENTATION OF ACTIVITY a. Demonstration of organization’s readiness to implement prop activity. D. A public meeting will be conducted to provide the public and the CDBG Fun Advisory Committee with an opportunity to comment on the eligible prop( and to obtain additional information or clarify information regarding organization and the proposed activity. E. Following the public meeting and evaluation of each eligible proposal, all o CDBG proposals will be forwarded to the CDBG Funding Committee for re and funding level recommendations. F. The CDBG Funding Committee will review the proposals and then r within its activity category. A public hearing will be held before the City Council to consider recommendations of the Funding Committee, to hear comments on the propc and to approve the projects that will be funded with CDBG monies. The Council may accept the Committee’s recommendations as submitted or alter 1 as necessary to meet the needs of low and moderate income persons withi community. B. APPROVAL OF APPLICATION: Written approval of the Consolidated Planning submission will be received from HI VII. IMPLEMENTATION OF PROJECTS: A. Once the written approval of the Consolidated Planning submission and Release of Funds for the specific project(s) has been received from HUD, proper Environmental Process has been completed, and the agreement execu (if applicable), the project@) will be assigned an account number by Accounting Division of Finance. B. After the account number has been assigned, the Housing and Redevelopm Department will notify the appropriate City Department and/or the Commun Service Organization or contractor that the project(s) may begin.
