ITEM EXPLANATION:
The City of Carlsbad receives forfeited funds and assets periodically as a result of the Police Departmer
narcotics enforcement efforts. These funds are restricted by statute for use by the Police Departmc
only and cannot be used to supplant existing or future police budgets.
The recommended action will appropriate $13,000 of the fund making it available to the Poli
Department for expenditure. Once appropriated, these funds will be controlled by the same rules whi
apply to other City funds including bidding procedures and the award for the contract.
Proposed expenditure for these funds:
1. Additional Portable Radios: The addition of 13 portable radios will allow the department to equip
officers with portable radios and will further enhance the department's capabilities in communicatior
Also, the additional radios will allow for improved availability of back-up radios for use by reserve officers.
Estimated cost: $13,000
FISCAL IMPACT:
The City currently has a balance of $925,000 in the Police Asset Forfeiture Fund. The appropriation
$13,000 will leave a balance of $912,000. Appropriation of these funds has no impact on the City Gener
Fund.

A RESOLUTION OF THE CITY COUNCIL OF ME CITY OF CARLSBAD,
CALIFORNIA, APPROPRIATING FUNDS FROM THE POLICE ASSET
FORFEITURE FUND FOR THE SUPPORT OF POLICE ACTIVITIES.
WHEREAS, from time to time, the City of Carlsbad Police Department receives funds i
assets resulting from the Police Department's drug enforcement activities; and
WHEREAS, said funds should be utilized for law enforcement purposes and supportii
police activities; and
WHEREAS, the appropriation of said funds is necessary before any expenditure of fui
can take place; and
WHEREAS, the Police Forfeiture Asset Fund has an available fund balance of
$925.000
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, that the amount of $13,000 be hereby appropriated from the available fund balance
of the Police Asset Forfeiture Fund for the purchase of 13 portable radios.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Councjlheldonthe 24th dayof JANUARY ,1995, by the fouoWing
