RECOMMENDED ACTION:
Receive a staff report regarding the status of the West Carlsbad Boulevard
replacement over Batiquitos Lagoon and provide direction to staff accordingly.
ITEM EXPLANATION
The City Council has requested a status report regarding the West Carlsbad Bc
Bridge replacement over Batiquitos Lagoon. At this Council meeting, City staff wi
the current project status, schedule, safety issues, and actions taken to date l
businesses in the north Leucadia area south of the bridge replacement.

Your E-Mail message yesterday asked:
1. Is it feasible to alternate northbound and southbound vehicles one-half of the day eac
in the northbound Carlsbad Boulevard traffic lanes between La Costa Avenue an
Poinsettia Lane?
Was the above an alternative considered by staff? 2.
I did not evaluate or consider such an alternative or discuss the issue with the City Engine€
Various problems are associated with this suggestion which I will briefly discuss.
The segment of Carlsbad Boulevard between La Costa Avenue and Poinsettia Lane is a dividc
roadway. As such, northbound Carlsbad Boulevard is signed and striped to facilitate northbour
vehicles only. To have southbound vehicles on this segment would require striping and signir
to be added or changed for that direction of traffic. It is not practical or feasible to alterna
signing/striping every 12 hours on this roadway. To not properly sign and stripe the roadway f
the direction of vehicular travel would place the City of Carlsbad in a very tenuous position
defend a claim should a collision result.
Transitioning southbound vehicles into the northbound lanes at Poinsettia Lane and La Cos
Avenue and then back to their proper lanes would be very difficutt every 12 hours. Vehicli
would not be aligned with the traffic signal heads at La Costa Avenue and elaborate traffic conti
would have to be set up and taken down twice each day to facilitate the switch in directio
Forced channelization devices (K-rail) would most likely be required.
Vehicles proceeding southbound in the northbound lane would not be able to access the E
ramp at the Ponto South undercrossing. Businesses and residences at that location would
denied access for one-half the day. To utilize the northbound on-ramp as an exit ramp
southbound vehicles during this 12-hour period would require signing and striping of the roadw
to be added and/or changed at appropriate locations. The northbound off-ramp would likewr
have to be altered with signing and striping to permit egress from this area. The poten‘
problems due to confused drivers and the resulting head-on situation would be signifies
Emergency vehicle ingress/egress would have to be accommodated with the switch-over ev
12 hours.
North County Transit District operates northbound bus service that would be eliminated when.
southbound traffic flow is initiated in the northbound lanes. There is no mitigation for displac
northbound buses.

Although other issues are associated with the reversing direction concept, the above addressei
a few concerns. Staff would not support or recommend the contra-flow concept in thc
northbound lanes.
