ITEM EXPLANATION
Staff will provide updates on these solid waste issues.
Palomar Transfer Station Acquisition
On January 10, 1995, City Council authorized the condemnation of the Palomar Transfer Station. Special Counsel has filed the appropriate documents with the Court. In the
interim, the County has agreed to delay the eviction of Coast Waste Management and
Carlsbad has agreed to delay the court hearing on immediate possession to allow time I
seek a negotiated resolution of the issue.
Solid Waste AuthoriWBoard of Supervisors
The Board of Supervisors has adopted a uniform tip fee schedule of $55/ton for all systs
users effective February 1, 1995. They have also endorsed the Solid Waste Authority pla
to reduce tip fees in $5 increments, ultimately to $40/ton effective January 1, 1996. Coa
Waste Management, the City’s authorized refuse hauler, continues to transport Carlsbad
waste out of the region, and will continue to do so until such time a more competitive
option is available.
10 Citv lawsuit
While significant progress has been made with the elimination of the differential tip fee,
the ten non-member cities are proceeding with settlement discussions regarding liability
for the costs of the NCRRA plant and closure/post-closure of landfills.
Hilton Farnkopf & Hobson Study
On July 19, 1994, City Council authorized the execution of a contract with Hilton Farnkc
& Hobson to review and update the existing solid waste services contract and rates. Tt
project had been delayed pending stabilization of the solid waste situation. This projec‘
has been resumed and is currently in progress, and is comprised of the following
components:
