ITEM EXPLANATION: The City of Carlsbad has been designated as the lead agency in the 1994-0 Transportation Improvement Program (RTIP) for the development of a feasibilii the Coastal Rail Trail (CRT). The CRT is a Class I bicycle facility which runs par within the existing railroad right-of-way from the Oceanside Transit Center to th Depot in San Diego (approximately 42 miles). The next phase of this project is to contract with a consulting firm that will e! compatibility of a multimodal bicycle facility within an existing high speed com corridor. This study is envisioned to perform such tasks as: t Evaluate alternative alignments t t t Estimate construct ion costs Coordination with a number of regulatory agencies is expected as well as CALl California Public Utilities Commission (CPUC), Metropolitan Transit Developn (MTDB) and the North County Transit District (NCTD). In addition, the SAND, Facilities Coordination Committee (BFCC) has appointed a subcommittee cc representatives from the affected jurisdiction along the railroad corridor to wo consultant team to ensure that their specific community interests are inch Feasibility Study. Carlsbad, as lead agency, will administer the contract with tk consultant team and provide coordination with the subcommittee membei regulatory agencies affected by this project. The final document will be used by each jurisdiction within the railway corridc independently or in conjunction with adjacent cities, make application for a funding sources to implement this much needed regional bicycle facility. Identify physical and environmental constraints Discuss safety and liability concerns Identify permitting requirements from the affected regulatory agencies Prepare preliminary design plans and specifications t FISCAL IMPACT: Funding for this effort has been guaranteed through the Intermodal Surface Trar Efficiency Act (ISTEA) program. The adopted ISTEA program has authorized !R this program: $800,000 in Congestion Mitigation/Air Quality (CMAQ) func additional $1 60,000 in matching fundsfrom the State’s Transportation System ME (TSM) program. A provision included in the ISTEA program allows the City staffs time to this funding source. Therefore, no City funds will be needed to SI effort. WHEREAS, the City of Carlsbad has been designated as the lead agency ir Regional Transportation Improvement Program (RTIP) for the development of a fet for the Coastal Rail Trail; and WHEREAS, the City and State have previously entered into Local-Statc No. 11-5308; and WHEREAS, the California Transportation Commission has adopted the lis projects eligible for funding through the 1992 Intermodal Surface Transportation (ISTEA) program; and WHEREAS, 1992 ISTEA program has allocated funding to support the dc a feasibilrty study evaluating the alignment alternatives and resulting impacts fron construction of a Class I bike path parallel to and within the existing northh right-of-way; and WHEREAS, the Crty of Carlsbad will act as project adm@istrator and chair c SANDAG Bicycle Facilities Coordinating Committee subcommittee staffed by mc affected Cities along the railroad corridor; and WHEREAS, the Crty Council finds that receipt of supplemental funding is b transportation system of the State of California, County of San Diego and the Ci NOW, THEREFORE, BE IT RESOLVED by the City Council of the Cit California, as follows: 1. That the City Council authorizes the Mayor to sign both Program : Agreements No. 01 8 to Local Agency-State Agreement No. 11 -5308 providing fi feasibility phase of the Coastal Rail Trail Project. 3. That the City Clerk's office forward the two (2) executed Program Agreements No. 18 to Local Agency-State Agreement No. 1 1-5308 and a copy ( bill and signed Council resolution to the California Department of Transportation, Di: Assistance Office, attention Mr. Don Pope, P.O. Box 85406, San Diego, California 4. That the Finance Director is authorized to appropriate $96o,OOO to 392-820-8216-3455 upon receipt of the Program Supplemental Agreement No. Agency-State Agreement No. 1 1-5308 with properly executed signature for the Stat Department of Transportation.
