RECOMMENDED ACTION:
AVENIDA ENCINAS FROM POlNSElTlA LANE
Introduce Ordinance No. m-3d to establish a prima facie speed limit upon Ave
Encinas from Poinsettia Lane to its intersection with Palomar Airport Road.
ITEM EXPLANATION:
Avenida Encinas is designated as a Secondary Arterial in the Circulation Element o
General Plan. Until recently, Avenida Encinas terminated about 3,000 feet norther
Poinsettia Lane and at u point immediately south of the EnGina Water Pollution Go
Facility. This configuration left a gap in the circulation network on Avenida Enc
Recently, this 2,600 lineal foot gap between the two terminus points was construct€
a two lane roadway within one-half of the right-of-way width. Traffic can now travc
Avenida Encinas between Poinsettia Lane and Palomar Airport Road. Future develop1
will widen the road to the four lane secondary arterial configuration required b)
Circulation Element.
Prior to constructing the 2,600 lineal foot segment of Avenida Encinas, the road h
prima facie speed limit of 35 miles per hour established in 1993 from Poinsettia Lane
point 3,000 feet northerly (Segment 1 on Exhibit 1). The northerly segment of AVE
Encinas from Palomar Airport Road to south of the Encina Water Pollution Control Fa(
(Segment 3 on Exhibit l), does not have an established prima facie speed limit.
Segment 2, shown on Exhibit 1 , is the newly constructed two-lane portion of Avc
Encinas. This segment has a design speed of 30 miles per hour due to avai
right-of-way within which the road could be constructed. Segments 1 and 3 have a de
speed of 40 miles per hour.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authoriiic
establish a prima facie speed limit on the basis of the results of an Engineering and T Survey. The Engineering and Traffic Survey considers such factors as the numb
collisions that have occurred on the road segment, roadway features, traffic volu
pedestrian volumes, adjacent land uses, driveway locations, criiical speed, conditions
may not be readily apparent to the driver, horizontal and vertical alignment, stopping
distance, and superelevation.
The three roadway segments on Avenida Encinas have different roadway and land
characteristics. Each of the factors were evaluated in the Engineering and Traffic Su

Staff presented results of the Engineering and Traffic Survey to the Traffic S
Commission at their December 5, 1994 meeting. By a 2-1 vote, the Commi:
recommended that the prima facie speed limit on Avenida Encinas between Poin: Lane and Palomar Airport Road be established at 35 miles per hour on Segments 1 a
and that the recently constructed portion, Segment 2, have a 30 mile per hour prima
speed limit established.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OF THE
CARLSBAD MUNICIPAL CODE BY THE AMENDMENT OF SECTION
10.44.280 TO ESTABLISH A PRIMA FACIE 35 MILE PER HOUR SPEED
LIMIT AND PRIMA FACIE 30 MILE PER HOUR SPEED LIMIT UPON
DESIGNATED SEGMENTS OF AVENIDA ENCINAS FROM POINSETTIA
LANE TO ITS INTERSECTION WITH PALOMAR AIRPORT ROAD.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1 : That Title 10, Chapter 10.44, of the Carkbad Municipal Code is arr
by the revision of Section 10.44.280 to read as follows:
"1 0.44.280 Avenida Encinas:
(a) Upon Avenida Encinas from Poinsettia Lane to a point three thousand feet no
the prima facie speed limit shall be thirty-five miles per hour.
(b) Upon Avenida Encinas from 8 point three thousand feet northerly of Poinsettii
to a point three thousand five hundred feet southerly of Palomar Airport Road, the priml
speed limit shall be thirty miles per hour.
(c) Upon Avenida Encinas from a point three thousand five hundred feet south
Palomar Airport Road to its intersection with Palomar Airport Road, the prima facie spee
shall be thirty-five miles per hour.
(d) Upon Avenida Encinas from Palomar Airport Road to its intersection with C
Road, the prima facie speed limit shall be forty miles per hour."
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoptic
