CLASSIFICATION CHANGES IN THE
ENGINEERING DEPARTMENT MTG. 4-4-95
(35- 78 Adopt Resolution No. reclassifying two incumbents from Assistant Engineer to Associate
Engineer, and converting the funding of a vacant Engineering Technician II position to a
Management Analyst position.
ITEM EXPLANATION:
In order to respond to the needs of a changing workload with reduced staff, Engineering has bee
gradually reorganizing the structure and staff responsibilities within their department. Over
the last four years, this reorganization has resulted in changes in the classifications for two
incumbents, and created a need to convert one vacant position to fill a specific staffing need.
Staff recommends reclassifying two Assistant Engineers to Associate Engineer, and converting
the funding of one vacant Engineering Technician position to a Management Analyst position.
The staffing of positions in the Engineering Department has declined over the past three years
from 50.5 positions to 38 funded positions due to attrition and in response to budgetary
reductions. Because of this downsizing, the department has had to rely on all engineers to
become project coordinators while also performing technical duties. Subsequently, two
Assistant Engineer incumbents, one in the Land Use group and the other in the Design/Planninl
group, have assumed greater responsibilities as the engineers in charge of significant project
in their respective areas. Examples of the higher level responsibilities include, coordinating
consultants' work and administrative communications, and supervising the day-to-day proje
requirements. Based on the job audit, staff recommends that the two Assistant Engineer
incumbents be reclassified to Associate Engineers to recognize their greater scope of duties. 1
increased cost of the reclassifications is approximately $2,100 for the remaining FY 94-95
budget year.
The Engineering Department has also requested that the funding for one vacant Engineering
Technician II position be converted to a Management Analyst. This staffing change is in respor
to the changing workload which requires more administrative assistance to monitor reports a
contracts, and to track programs. Human Resources has reviewed the proposed duties and
responsibilities of the position and recommends establishing the position as a Management
Analyst. The increased annual cost for the conversion to a Management Analyst position is
approximately $1000 for FY 94-95.
The funds for the reclassifications and conversion of the vacant position are available in the
current department budget due to the salary savings from staff resignations during the past
year. /

FISCAL IMPACT:
For FY 94-95, the estimated total cost for the two reclassifications and conversion of the
Engineering Technician to Management Analyst is $3,100. Funds are available in the curren
Engineering budget through salary savings from vacant positions. Although no additional fun(
are requested for the current year, the future staffing cost will include an estimated annual
increase of $12,200 which is anticipated to be off-set by continued management of vacant
positions in subsequent years.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, RECLASSIFYING TWO
INCUMBENTS IN THE ENGINEERING DEPARTMENT, AND
ESTABLISHING A MANAGEMENT ANALYST POSITION.
WHEREAS, the City Manager recommends and the City Council concurs, that
is desirable and necessary to reclassify two Assistant Engineers to Associate Engineei
the Engineering Department; and,
WHEREAS, the City Manager recommends and the City Council concurs, that
is desirable and necessary to establish a Management Analyst position in the Enginee
Department; and,
WHEREAS, the City and the Carlsbad City Employees’ Association have met E
conferred on the impacts of this recommendation on represented employees.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Cartsbad, California, as follows:
