RECOMMENDED ACTION:
Adopt Resolution No. 94 -9 6 appropriating funds from the City Council
Contingency Fund to support Join Hands - Save a Life and the Carlsbad Boy!
and Girls Club.

ITEM EXPLANATION:
The City Council recently completed the 1994-95 Community Activities fundin<
process that allocated $75,000 in general fund monies to social service
agencies that serve the residents of Carlsbad. The Carlsbad Boys and Girls
Club requested $28,000 and received an allocation of $4,500. Join Hands -
Save a Life requested $36,000 and did not receive any funds.
Reconsideration of these two funding requests is before the City Council at th
request of Mayor Lewis. The City Council may wish to consider allocating
funds to these community service groups in an amount they believe is
appropriate.
FISCAL IMPACT:
A total of $24,000 would be allocated evenly between the two agencies. Fun
are available in the City Council Contingency Fund. That fund balance is
currently $146,000.

The program is , devoted to the well-being of Carlsbad youth. We encourage the members of the grant committee to approve Mr. Sorino's request to expand the Join Hands Save a Life Program.
Carlsbad YES is composed of community members tiom various public and ,private agencies, businesses, and concerned citizens. and that we all wish that more could be done to help with the costs of youth progran

the anti-drug and antigang message of the club reaches out into the community an has had a positive influence of young men who are at risk.
The physical training has provided a productive evening activity that teaches discip
and self-esteem. I am pleased to hear that your coaching and training methods ha1

to interact with our officers in a positive way.

To Whom It May Concern,
I first became aware of the work of Frank Sorino and the Join
Hands, Save A Life program over a year ago, 1 have since had several
opportunities to interact with and observe Frank and the youths in
his program. I have done school sports and pretournament physicals
for them as well served as a ringside physician at several local
matches. I have been impressed with Frank’s leadership by example
and the genuine compassion that he has for them. This is evidenced
in the care he takes in arranging their boxing matches and by the
way they respond to him with respect and affection.
Frank has also tried to show his charges the value of an education
and of service. He has brought a group of his youths to my home
where they did some landscaping and were reimbursed at an
appropriate hourly rate on four occasions. We fed them morning
snacks and lunch and used the opportunities to discuss their plans
earning potential.

I want to commend Frank for his selfless devotion to the youths
of Carlsbad. It is very rare to encounter this level of dedication in
life and I feel compelled to nuture and support it. I have promised
Frank that I would come forth with some economic support’ this year
in addition to the usual logistical help. It is my hope that other
residents of the city of Carlsbad will also open their hearts and
minds to the promise of his program.

The Boys & Girls Club of Carlsbad, which was established in 1952 as an independent, non-prc
corporation, provides critical youth development services to 622 youngsters on a continuing baz
Services are available to individuals, who are between the ages of 5 and 17, at both the Vi112
Branch, in downtown Carlsbad, and the La Costa Branch. Those facilities collectively serv
Oceanside, Encinitas, San Marcos and Carlsbad.
Demographically, 490 of those serviced live in Carlsbad. Of the Carlsbad residents, well o
60% are from low and moderate income families. Over 40% of the youngsters live with 0:

At the Village Branch, supervised educational, social, aquatic, athletic and recreational activii
are provided. In addition, professionally trained staff provide counseling and direction
youngsters to build self-esteem, teach responsibility, develop decision making capabilities
enhance interpersonal skills.
The proposed funding will assist with the expansion of the educational activities availablc
youngsters at the Village Branch. Currently, tutoring and homework assistance is providec
the learning center, which is equipped with encyclopedias, reference books and periodicals.

vocabulary, geography, spelling, reading and social studies, through interactive educatic
