TITLE: AUTHORIZE THE MAYOR TO EXECUTE
Adopt Resolution No. 9 5 - I lb authorizing the Mayor to execute a sole source
between AAlR Purification Systems and the City to provide and install diesel exhaust syste
Stations Nos. 1, 2, 3, 4 and 6.
ITEM EXPLANATION:
Fire service studies and statistics have documented a significant problem for continued
exposure to diesel exhaust emissions. Due to the high incidence of cancer among fire fi!
imperative that exposure to diesel exhaust emissions be eliminated where possible. TI
concentration of these emissions occur during the time the engines pull out and bac
stations.
Staff research with other fire departments shows only two such diesel exhaust systems I
market. Vendors for both systems were contacted and requested to provide complete e
proposals for Fire Station No. 2 during the recent remodel. The Plymovement Sliding
Track (SBT) exhaust extraction system proposed by AAlR Purification Systems was select(
it is considered to be of superior design with superior components, and is the least expel
system also required only minor modifications to the fire engines. Since the installa
system at Fire Station No. 2, all Carlsbad fire apparatus have been modified to accej
system, which was done to facilitate rotation of equipment to Fire Station No. 2. The S
is also utilized by all fire stations in the Encinitas and Oceanside Fire Departments an(
exchange of apparatus during joint operations.
Standardization of the diesel exhaust system is both desirable and necessary to facilitate 1
of equipment throughout the department as well as at our neighboring community fire s
addition, station personnel will have only one system with which to become familiar,
minimize the spare parts inventory to be maintained.
Staff therefore recommends the SBT Diesel Exhaust System be adopted as the stanc
Carlsbad Fire Department, and AAlR Puriiication Systems be awarded a contract in the
$80,533.04 for the installation of these systems at Fire Stations Number 1, 3,4, 6 and on(
drop installed at Fire Station Number 2.
Fire Station No. 5 is not included in this project because the exposure to diesel emiss
limited due to a number of factors: the number of in-service apparatus relative to the
apparatus bay, existing natural and mechanical ventilation and enclosed closets for turnc

FISCAL IMPACT
Funds for this project are included in the current Fire Department Capital Out1
001 -820-2220-3900.
