Area, Project No. 3431.
ITEM EXPLANATION:
The 5.5 acre park site is located within Hosp Grove near the corner of Jeffersor
Street and Marron Road across the street from the duck observation area. The par1
is designated in the Parks and Recreation Element as a Special Use Area and it is ar
integral component of the Northwest Quadrant Park Enhancement Program approvec
by the Council in 1993.
Both the Parks and Recreation Commission and City Council reviewed and approvec
the park design in 1990; and in 1992, the City was awarded a grant of $172,000 fo
the project from the California Wildlife Coastal and Park Land Conservation Act. Ir
addition, the City has received a Coastal Development Permit.
The design will be unobtrusive and will complement the existing natural ambiance o
Hosp Grove. The project includes the following amenities:
Parking Lot (1 5 cars)
Tot Lot
Picnic Tables
Trails
Dry Creek Bed/Drainage Way
Signage
Landscaping
ENVIRONMENTAL REVIEW
This project has gone through environmental review and has received a Negative
Declaration from the Planning Department.
FISCAL IMPACT:
The construction estimate for work outlined in the plans and specifications is
$1 20,000. The City Council has previously appropriated $172,000 (State Grant) fol
the project in the 1994-95 Capital Improvement Program budget (Account #380-820.
1821 -3431).

RESOLUTION NO. 95-110
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE
CONSTRUCTION OF THE HOSP GROVE PARK, BUENA VISTA
SPECIAL USE AREA.
WHEREAS, the City Council of the City of Carlsbad, California, has detern
necessary and in the public interest to construct Hosp Grove Park, Buena Vista !
Use Area; and
WHEREAS, plans and specifications for the furnishing of all labor, material!
equipment, transportation and other expenses necessary or incidental for said I
have been prepared and are on file in the Community Services Department of 1
of Carlsbad and are incorporated by reference herein; and
WHEREAS, the City Council of the City of Carlsbad, California, has apprc
sufficient funds for the construction of said project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cz
