HOMELESS PREVENTION PROGRAM RECOMMENDED ACTION: Adopt Resolution No. 95 - 11 y approving the City of Carlsbad’s support for Homeless Prevention Program and authorizing the Housing and Redevelopment Director t with the City of Oceanside in its application to the State for funding under Federal Emergc Grant program and execute documents necessary for such funding application. ITEM EXPLANATION: The Federal Emergency Shelter Grant (FESGI program is a Federal categorical grant use assistance to homeless families and individuals. Cities with populations between 50,000~ may apply to receive FESG funding through the State, and compete with one another on basis. The City of Oceanside will be applying to the State for $40,000 in FESG funds to provide Prevention Program. Currently, Federal Emergency Management Agency (FEMA) fun( available to fund a Homeless Prevention Program for part of the year, usually February tt The remainder of the year, there is no Homeless Prevention Program. Oceanside’s requl funds will assist in expanding the Homeless Prevention Program to operate on a year ro The proposed Homeless Prevention Program will grant a one time rental assistance payme families that have received an eviction notice. To be eligible, the family must provide prc worker that their financial hardship is short term and their housing problem can be remedic month rental payment. The family must also demonstrate an ability to resume paymer rents without additional financial assistance. The Salvation Army currently administers the Homeless Prevention Program using FEh Oceanside is successful in its application to the State for FESG funding, the Salvati( continue to provide the Homeless Prevention Program using such funding. The Homeless Prevention Program will continue to be operated through the Salw administrative offices in Oceanside. Participation in the Program will be open to all h residents of Oceanside, Vista, Carlsbad, Encinitas, and the County of San Diego. At this time, staff is requesting that the City Council adopt a resolution approving sup proposed Homeless Prevention, with participation open to Carlsbad residents. Also, it that the Council authorize the Housing and Redevelopment Director to cooperate wit1 Oceanside in its application to the State for funding under Federal Emergency Shelter G and execute documents necessary for Oceanside’s FESG funding application. There is to the City of Carlsbad other than the expression of support and approval of participatior residents in this Program. FISCAL IMPACT: There is no fiscal impact to the General Fund. Becker, Director of the City of Carlsbad Housing and Redevelopment Departmen duly authorized to act on behalf of the City of Carlsbad, hereby approve the following proje proposed by the City of Oceanside which is to be located in the City of Oceanside and wj primarily serve the north County residents of Oceanside, Vista, Carlsbad, Encinitas, and tl County of San Diegor A Homeless Prevention Program to be funded under the Federal Emergency Shelter Grant Program. FESG funds ($40,000) will be made available from the State and administered locally by the Salvation Army. The Program will provide a one-time rental assistance payment to eligible families that have received an eviction notice. To be eligible, the family must provide proof that their financial hardship is short term and can be resolved with a one month rental payment.
