RECOMMENDED ACTION:
WILDLAND FIRE PROTECTIVE GARMENTS
Staff recommends Council adopt Resolution No. , awarding the
Wildland Fire Protective Garments for the period May 1, 1995 through April 30, 1996,
option to renew each contract for two (2) additional one (1) year periods.
ITEM EXPLANATION
The City of Carlsbad has been the lead agency in the cooperative bids for fire
protective clothing for several years. In December 1993 a contract was awarded for
garments for one year with the option to renew for three additional one year period
end of the first contract year the vendor declined to renew the contract and it was nr
to rebid. Based on responses to a questionnaire from 15 participating agenc
estimated that more than 500 sets of garments will be purchased from this
anticipated orders would result in purchases in excess of $100,000. Each individu
agency will place their respective order(s) with the vendor.
In accordance with Section 3.28.120 of the Municipal Code, Notice to Bidders was F
and Requests for Bid were sent to seven vendors. Five responses were opened, M
and recorded on April 20, 1995. Representatives from Carlsbad, San Diego, Rancl
Fe, La Mesa, Chula Vista, Bonita Escondido and Oceanside Fire Departments evalt
bids.
The lowest, responsive bid was submitted by Halprin Supply Co., 3804 S Broadw
Los Angeles CA 90037.
FISCAL IMPACT
The City of Carlsbad’s Fire Department anticipates spending approximately 9
wildland garments next fiscal year. These funds will be available in the Fire Departm
Suppression Special Supplies Account No. 001 -820-2220-2660.

A RESOLUTION OF THE CIW COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING THE PURCHASE
OF WILDLAND FIRE PROTECTIVE GARMENTS
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
Carlsbad, California, as follows:
1. That the bid from Halprin Supply Co is hereby accepted
Purchasing Officer is hereby authorized to execute a Purchase Order for the:
as the need arises for a period of one year beginning May 1, 1995 through 1
1996 and may be renewed by the City Manager for two (2) additional one I
periods.

SUBJECT: Wildland Bid Sample Review and Award Recommendations
The San Diego County Fire Equipment Committee's Technical Committee met on
Tuesday, April 25th to review the two bid samples submitted for City of Carlsbad Bid
No. 10 (wildland fire protective garments). After careful review of the samples, the
committee would like to recommend bid award to Halprin Supply Co. Halprin's bid
sample had only minor discrepancies, as described below.
Sample All Star Fire Equipment
Coat:
Trim on garment did not meet the specifications.
Sleeve had a single vs. two panel construction.
Sleeve cuffs had single Vs. Double row stitching.
* Velcro is single Vs double stitch construction.
Pockets and pocket flaps do not meet specifications.
Velcro on radio pocket does not meet specifications.
No name placard.
Collar construction does not meet specifications:
- Collar size
- Throat tab
- Velcro size - No storage Velcro tab - Hanger loop not outershell material
Pant:
Fly closure snaps do not meet the specifications.
Rear pockets do not meet specifications.
Cargo pockets do not meet the specifications
- No lining on the pockets - Pocket flaps are too small
- Velcro size - Velcro not double stitched
