It has a width that varies from 66 feet to 64 feet curb-to-curb. The r( is fully improved with curb, gutter, sidewalks, and street lights on both sides except for There are two travel lanes in each direction and a painted median from Car Country D southerly to Camino del Parque and one travel lane in each direction and a painted me#- from Camino del Parque to Poinsettia Lane. At the present time, the segment of Paseo Del Norte from Car Country Drive to Poins Lane has a prima facie speed limit of 35 miles per hour. However, the results 01 Engineering and Traffic Survey completed by staff do not support a 35 mile per hour p facie speed limit. The Carlsbad Police Department asked staff to conduct an Engineā‚¬ and Traffic Survey to establish the proper speed limit on the roadway. Sections 22357 and 22358 of the California Vehicle Code authorizes local authoriiie establish a prima facie speed limit on the basis of the results of an Engineering and TI Survey. The Engineering and Traffic Survey considers such factors as the numbc collisions that have occurred on the road segment, roadway features, traffic volu~ pedestrian volumes, adjacent land uses, driveway locations, criiical speed, conditions may not be readily apparent to the driver, horizontal and vertical alignment, stopping : east side between Car Country Drive and Palomar Airport Road where no sidewalk exi distance, and superelevation, The segment of Paseo Del Norte from Cannon Road to Car Country Drive has diffe roadway characteristics than the segment between Car Country Drive and Poinsettia L The segment from Cannon Road to Car Country Drive would remain as a speed zone a 35 mile per hour prima facie speed limit. NS-309 AN ORDINANCE OF ?HE CClY COUNCIL OF THE CITY OF CARLSBAD CALIFORNIA, AMENDING' TITLE 19, CHAPTER 10.44, OF THE CARLSBAC MUNICIPALCODEBYTHEAMENDMENTOFSECTION 10.44.ilOTOESTABUSt A PRIMA FACIE 40 MILE PER HOUR SPEED UMlT UPON THE SEGMENT Of PASEQ DEL NORTE FROM CAR COUNTRY DRIVE TO ITS INTERSECTION WITt POINSETTIA LANE The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION I: That Title IO, Chapter' 10.44, of the Carlsbad Municipal Code is a by the revision of Section 10.44.1 10 to read as follows: "1 0.44.1 10 'Paseo Del Norte: (a) Upon Paseo Del Norte from Cannon Road to its intersection with Car Count the prima facie speed limit shall be thirty-five miles per hour. (b) Upon Paseo Dei None from Car Country Drive to its intersection with Poinseti the prima facie speed limit shall be forty miles per hour.' EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adop the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and causc published at least once in a newspaper of general circulation in the City of Carlsba fifteen (15) days after Rs adoption.
