Paseo Del Norte is classified as a secondary arterial on the City's Circulation Elemer
the General Plan. It has a width that varies from 66 feet to 64 feet curb-to-curb. The r(

At the present time, the segment of Paseo Del Norte from Car Country Drive to Poins
Lane has a prima facie speed limit of 35 miles per hour. However, the results 01
Engineering and Traffic Survey completed by staff do not support a 35 mile per hour p
facie speed limit. The Carlsbad Police Department asked staff to conduct an Engineā¬
and Traffic Survey to establish the proper speed limit on the roadway.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authoriiie
establish a prima facie speed limit on the basis of the results of an Engineering and TI
Survey. The Engineering and Traffic Survey considers such factors as the numbc
collisions that have occurred on the road segment, roadway features, traffic volu~
pedestrian volumes, adjacent land uses, driveway locations, criiical speed, conditions
may not be readily apparent to the driver, horizontal and vertical alignment, stopping :

Staff presented results of the Engineering and Traffic Survey to the Traffic S
Commission at their February 6, 1995 meeting, By a 5-0 vote, the Commi:
recommended that the prima facie speed limit on Paseo Del Norte between Car Co
Drive and Poinsettia Lane be established at 40 miles per hour.

Installation of ten speed limit signs will cost approximately $1,250.

The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION I: That Title IO, Chapter' 10.44, of the Carlsbad Municipal Code is a
by the revision of Section 10.44.1 10 to read as follows:
"1 0.44.1 10 'Paseo Del Norte:
(a) Upon Paseo Del Norte from Cannon Road to its intersection with Car Count
the prima facie speed limit shall be thirty-five miles per hour.
(b) Upon Paseo Dei None from Car Country Drive to its intersection with Poinseti
the prima facie speed limit shall be forty miles per hour.'
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adop
