ITEM EXPLANATION: Each year SANDAG administers distribution of $2,200,000 for non-motorized fa( throughout San Diego County for bicycle and pedestrian projects under special prov of the Transportation Development Act (TDA). Claims for this money can be inklat any city located in San Diego County by completing an application form and the a TDA claim form. Projects submitted must be included in an adopted City plan ai included on the seven-year Regional Transportation Improvement Plan (RTIP) update update, modified be adding new projects, is submitted annually by the City of Cai Traffic Engineering Division staff. A resolution from the City Council for each projc which TDA funds is requested is required as part of the application process. At the April 3, 1995 meeting of the Carlsbad Traffic Safety Commission, the Comm recommended by a 4-0 vote that TDA funding be pursued for the following four prc 1. Funding for sidewalk construction is being requested to help complete the many mi sidewalk linkages throughout Carlsbad. In 1988, the City of Carlsbad obtained fu from SANDAG to prepare a comprehensive Sidewalk Inventory Report. That rep0 been completed and prioritized all locations throughout Carlsbad where sidewalk needed. SANDAG funding, if received, will be combined with the Capital Improve Project (CIP) funding to begin construction of sidewalks in priority locations. The 19 TDA grant application is requesting $228,000 for construction of the next phase t sidewalk program. 2. The La Costa Avenue/lnterstate 5 bridge is used by both commuter and recrez bicyclists as a major thoroughfare to various recreational areas and employment ce In the future, residential, commercial and industrial development in the southern p of Carlsbad east of Interstate 5 will result in commuter bicycling to be expected to be( more popular as vehicular traffic volumes increase. Because of the existing narroH configuration across the bridge and continued increasing congestion, bicycle/veh conflicts can also be expected to increase. The constniction cost for the bicycle portion of the bridge structure to provide two bicycle lanes is estimated at $207,12! SIDEWALK CONSTRUCTION AT PRIORITY LOCATIONS. Alga Road, within the reference segment, currently has two westbound lanes, eastbound lane and a bicycle lane on the north side. The addition of the eastb bicycle lane will complete the last missing portion of a four mile bicycle lane co connecting the Pacific Ocean and the City’s eastern boundary. The bike lane will pr Poinsettia Commuter Rail Station, State parks and beaches to the west. In conjur with building the eastbound bicycle lane, one additional eastbound traffic lane w constructed. The costs for the construction of this bicycle lane is estimated at $28, 4. OLIVENHAIN ROAD Olivenhain Road is classified as a prime arterial roadway and connects two North Cc regional roadways: El Camino Real and Rancho Santa Fe Road. Since this roadway serves as the boundary between the Cities of Carlsbad and Enciniias, the pi development has been a joint effort between both cities. Accordingly, the 1995/96 funding request is a joint application to construct sidewalks and bike lanes along this segment. The General Plan for both cities has identified future Dand uses for the undeveloped i which will generate traffic volumes that will impact Olivenhain Road. The El Camino corridor is the major commercial center which accommodates the needs of citizens i area. Future traffic volumes and the potential for vehicular/pedestrian conflicts justifie need for safe bicycle and pedestrian improvements along this corridor. The estir, project costs, including mitigation to the Encinitas Creek, is estimated at $270,000. The 1995/96 TDA funds requested as a result of this action totals $733,755 fo construction of the above project.
