A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, ADOPTING
THE CLASSIFICATION OF PUBLIC SAFETY
SYSTEMS SPECIALIST, ESTABLISHING A
PUBLIC SAFETY SYSTEMS SPECIALIST POSITION
IN POLICE AND AMENDING THE GENERAL
EMPLOYEES’ CLASSIFICATION AND

WHEREAS, the City Manager recommends and the City Council concurs, 1
it is desirable and necessary to adopt the job classification and salary of Public Sa
Systems Specialist at range 73 of the General Employees’ Salary Schedule; and,
WHEREAS, the City Manager recommends and the City Council concurs,
it is desirable and necessary to establish a Public Safety Systems Specialist in
Police Department, and,
WHEREAS, the City and the Carlsbad City Employees’ Association have
and conferred on the impacts of this recommendation on represented employees.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the Ci
Carlsbad, California, as follows:

That the City Council authorizes and directs the City Manager to i

JOB TITLE.
DEPARTMENT: Police and Fire
BASIC FUNCTION:
Under general supervision, to coordinate and to support the safety information systems, including the integration of the microcomputer network and Computer Aided Dispatch systems for the police and fire departments; to troubleshoot systems problems: to provide technical assistance to users; and to perform other related work as assigned.
DISTINGUISHING CHARACTERISTICS:
This position is dedicated to maintaining the safety departments’ computc and computer operations which is comprised of a network of microcomputers located at multiple sites which are integrated with a Computer Aided Dispatch (CAD) system. Although the reporting relationship is to the safety departments, the incumbent coordinates the systems management and connectivity issues with the Information Systen Department to ensure compatibility with the city’s wide area network, an to ensure the availability of support services.
KEY RESPONSIBILITIES:
Coordinates, monitors and controls the networking systems for the Fire a Police departments.
Troubleshoots software, hardware and network systems problems and access to the users, including the remote site locations at fire stations.
Administers and maintains the Computer Aided Dispatch System (CAD), including coordinating repairs, performing back-ups, installing upgrades
and modifications of the software.
Provides technical assistance in both hardware and software applications including training, evaluating and recommending equipment and applications, responding to inquiries regarding program use; and connectivity to other peripheral equipment.
Participates in identifylng micro/mainframe communication requiremen
and in the development of any related programs.

Coordinates operations with Information Systems Department to ensure City-wide compatibility and integration, including monitoring and troubleshooting connectivity to the City network.
Monitors and assists in troubleshooting the connectivity to other state and regional justice computer systems, i.e., ARJIS, CLETS
Installs or coordinates installation of new and additional equipment and software on both a system-level and stand-alone level.
Monitors, tests, backs-up and restores network data and systems.
Designs, develops and modifies programs for microcomputer applications.
Maintains liaison communications with vendors, repair technicians, other information systems staff related to maintenance and repair of hardware a software needs.
Represents Police department in CAD and -IS software modification ar user committees.
Documents procedures, prepares reports and maintains records of equipment and software as necessary.
Maintains a library of microcomputer resource materials.
Performs other related duties as assigned.
QUALIFICATIONS
KnowlexWe of:
Principles and techniques of computer systems, programming, network communications and operating systems.
Requirements and procedures for determining configuration of computer equipment.
Integration of local area network and wide area network systems
in a multi-vendor environment.
Procedures for information systems documentation.
Use, capability, characteristics and limitations of microcomputers related equipment.

Establish and maintain effective working relationships.
EXPERIENCE AND EDUCATION:
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities is qual8ying. A typical way obtain the knowledge and abilities would be:
Equivalent to a Bachelor’s degree from an accredited college or
university with major coursework in computer science or related fi
and,
Two years of progressively responsible professional experience wit’
data communication hardware and software, including design, installation and maintenance of network systems.
SPECIAL REQUIRE - MENTS:
Possession of a valid Ca3ifornia Class C Driver’s License in order to drive facilities utilizing network systems.
PHYSICAL REQUIREMENTS/ - WORKING CONDITIONS:
Ability to lift and move microcomputers and related equipment to instal maintain as necessary. Occasionally would have to assist in the delivery equipment and configuration checks.
