ENG CITY AT1 50 MILE PER HOUR SPEED LIMIT UPON RANCHO SANTA FE ROAD FROM LA COSTA AVENUE TO OLIVENHAIN ROAD RECOMMENDED ACTION: Introduce Ordinance No. kx-3og to establish a prima facie 50 mile per hour speed I upon Rancho Santa Fe Road from La Costa Avenue to its intersection with Olivenl Road. I ITEM EXPLANATION! co 0 m I m z d 2 al 0 2 .rl F: a k 0 a al c) 5 Rancho Santa Fe Road (RSF) is classified on the City's Circulation Element of the Ger: Plan as a prime arterial roadway. However, most of RSF remains as a two fane road except between La Costa Avenue and Olivenhain Road. That segment has b constructed to the prime arterial standard of six lanes within a reduced right-of-) Immediately south of La Costa Avenue, however, only four traffic lanes exist. At the present time, the entire length of Rancho Santa Fe Road through Carlsbad hi prima facie 45 mile per hour speed limit. The segment between La Costa Avenue Olivenhain Road cannot be supported as a 45 mile per hour speed zone by the resuli a recently completed Engineering and Traffic Survey. Sections 22357 and 22358 of the California Vehicle Code authorizes local authoritie establish a prima facie speed limit on the basis of the results of an Engineering and Tr Survey. The Engineering and Traffic Survey considers such factors as the numbt collisions that have occurred on the road segment, roadway features, traffic volur pedestrian volumes, adjacent land uses, driveway locations, critical speed, conditions may not be readily apparent to the driver, horizontal and vertical alignment, stopping s distance, and superelevation. Staff presented results of the Engineering and Traffic Survey to the Traffic St Commission at their January 9, 1995 meeting. By a 4-0 vote, the Commis recommended that the prima facie speed limit on Rancho Santa Fe Road betw La Costa Avenue and Olivenhain Road be established at 50 miles per hour. NS - 308 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OF THE CARLSBAD MUNICIPALCODEBYTHEAMENDMENTOFSECTION 10.44.190TOESTABLISH A PRIMA FACIE 50 MILE PER HOUR SPEED UMlT UPON THE SEGMENT OF RANCHO SANTA FE ROAD FROM LA COSTA AVENUE TO ITS INTERSECTION WITH OUVENHAIN ROAD. The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION 1 : That Tile 10, Chapter 10.44, of the Carlsbad ,Municipal Code is am by the revision of Section 10.44.190 to read as follows: "10.44.190 Rancho Santa Fe Road: (a) Upon Rancho Santa Fe Road from the north city limits to its intersection with La .. Avenue, the prima facie speed limit shall be forty-five miles per hour. (b) Upon Rancho Santa Fe Road from La Costa Avenue to its intersection with Oliv Road, the prima facie speed limit shall be fiiy miles per hour. (e) Upon Rancho Santa Fe Woad from Oliuenhain Road to the south city limits, thc facie speed limit shall be forty-five miles per hour."
