RECOMMENDED ACTION:
Adopt Resolution No. q5%b amending the Management Salary Schedule
effective January 1, 1995. This action serves to revise the salaries for
the City Manager and City Attorney.
ITEM EXPLANATION:
A three percent (3%) salary increase for police management, fire
management and general management employees was approved by the City
Council on May 16, 1995. This salary increase was not granted to the two
individuals in City Council appointed positions - the City Manager and City
Attorney .
Consistent with Council's recent decision to grant a 3% salary increase to
other employee groups and to all management employees, it is
recommended that the City Council approve the attached salary schedule
which includes a 3% general salary increase for the City Manager and City
Attorney, retroactive to January 1, 1995. In addition, it is recommended
that the City Council extend the following benefits, which have already
been approved for all other management employees, to the City Manager
and City Attorney:

TITLE: AMENDMENT TO THE MANAGEMENT SALARY SCHEDULE
Health insurance rates for employees covered under Northwestern
National Life or Kaiser insurance will be held constant through
December 31, 1995, with the understanding that management
employees may be required to pay more than the current contribution
levels after January 1, 1996.
On or before June 30, 1995, several enhancements will be made to
the Northwestern National Life and Kaiser health insurance programs
for management employees. These include: 1) dental insurance
through Northwestern National Life for Kaiser enrollees, 2) enhanced vision coverage for employees covered under Northwestern
National Life, and 3) establishment of a wellness program for
employees covered under Northwestern National Life.

3. Amendment of the PERS contract to provide the Third Level of the
1959 Survivors’ Benefit for management employees.
FISCAL IMPACT:
For FY 1994/95, the increased cost to the City for the January 1, 1995,
salary adjustment is estimated at $3,200. Funds will be transferred from
the Council’s General Fund Contingency Account to cover this expense. The
1995/96 operating budget will be increased by $6,400 to cover the
recommended salary adjustments.
Concerning health insurance rates, funds from the City’s Health Insurance
reserve fund will be used to offset any increases to the City’s or the
employee’s portion of the health insurance premium during calendar year
1995. There was no increase in the Kaiser or Northwestern National Life
health insurance premiums for calendar year 1995.
The enhancements to the health insurance program will be made in FY
1995/96. The estimated costs associated with these enhancements are
$600 per year for the City Manager and City Attorney and will be funded
from the City’s Health Insurance reserve fund for calendar year 1995.
The 1959 Survivors’ Benefit increase is funded through the use of
reserves held by PERS. No additional funding is required from the City.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, APPROVING
PI REVISED MANAGEMENT SAuw SCHEDUL
WHEREAS, the City Council has determined to make
adjustments in compensation for Council appointed officials; and
WHEREAS, the City Council has determined it to be in the
public interest to authorize a 3% adjustment to the Management
Salary schedule, marked Exhibit A and incorporated herein;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That an estimated $3,200 in funds will be transferred
from Council’s General Fund Contingency Account to cover the
expense of a 3% salary adjustment effective January 1, 1995.
That any increase in costs to the health insurance 3.
program for calendar year 1995 will be covered by the fund balance
in the Health insurance Fund.
4. That the enhancements to the health insurance program
will be made in FY 1995/96. The estimated costs associated with
these enhancements are $600 for the City Manager and City Attorney
and will be funded from the City’s Health Insurance reserve fund.
