HR RECOMMENDED ACTION: MTG. 6-20-95 CLASSIFICATION CHANGES IN THE CIT WATER & SEWER DEPARTMENT 9S-/k3 City Council adopts Resolution No. Maintenance Worker, amending the General Employees’ Salary Schedule, and reclassifying a Construction & Maintenance Worker I to Construction & Maintenance Worker I I. ITEM EXPLANATION: Based on an audit of positions in the Carlsbad Municipal Water District (CMWD), several classification changes are recommended. Staff recommends establishing a new classification Valve Maintenance Worker and amending the General Employees’ Classification and Salary PI to recognize the specialized knowledge and duties of this function. Staff also recommends reclassifying a Construction & Maintenance Worker I to Construction & Maintenance Worke to recognize the broader responsibilities and increased technical knowledge required of this posit ion. CMWD is responsible for over 10,000 valves and 2,700 hydrants and related accessories across the City to ensure the adequacy and reliability of water for emergencies. The maintenance and repair duties were previously assigned to several positions within CMWD ai the Fire departments. As the number of valves and hydrants increased, the need for dedicatec staff within one department became apparent to establish a regular and consistent preventiw maintenance program. Two positions were approved in the FY 1994-95 budget--a lead wo. and a subordinate. The Valve Maintenance Worker is considered the specialized lead position i the second position is proposed to be classified as an entry level maintenance worker. The attached job description of Valve Maintenance Worker (Attachment A) is submitted for Council approval. Staff recommends salary placement on range 38 of the General Employees Salary Schedule comparable to other lead workers in the City. There is currently one incumbent classified as a Construction & Maintenance Worker I under the former CMWD classification and salary plan. Gradually over the last four years, this incumbent has assumed the proficiency and full scope of job duties as a Construction & Maintenance Worker II. Staff recommends reclassifying this incumbent to the higher level under the CMWD classification and compensation plan. As referenced by Exhibit 1, the incumbent will move from range 29 to range 32 on the CMWD Salary Schedule. As former CMWD classified positions are vacated, positions are converted and classified unde the City’s classification and compensation plan. Over time Ihe CMWD Salary and Classificatio Plan will be phased out as the remaining former district employees leave employment or char their status. Currently, there are two vacant Construction & Maintenance Worker positions that will be converted to the City’s Classification and Salary Plan for FY 1995-96. approving the new classification of Valve 0 e AB # l3//9/ , p. 2 of 2 FISCAL IMPACT: The Valve Maintenance Worker position was previously funded in the FY 1994-95 operating budget in the Water Enterprise Fund. This position has remained vacant until the new classification was established and is anticipated to be filled for FY 1995-96 at an estimated total compensation and benefits cost of $34,500. The annualized salary for the proposed Valvc Maintenance Worker will be approximately $26,540 - $32,260. The Construction & Maintenance Worker reclassification will effect one incumbent at an increased annual cost of approximately $2,400. WHEREAS, the City Manager recommends and the City Council concurs, tha it is desirable and necessary to adopt the job classification of Valve Maintenance Worker; and, WHEREAS, the City Manager recommends and the City Council concurs, tha the Valve Maintenance Worker be placed on range 38 of the General Employees’ Salary Schedule; and, WHEREAS, the City Manager recommends and the City Council concurs, tha it is desirable and necessary to reclassify one Construction & Maintenance Worke to Construction & Maintenance Worker II in the Water & Sewer Department; and, WHEREAS, the City and the Carlsbad City Employees’ Association have met and conferred on the impacts of this recommendation on represented employees. CLASS ~CTERWMCS. This is a single position class responsible for a specialized maintenance i repair function. This position is considered a lead worker in supervising small crew of one to two workers. KEY RESPONSIBILITIES: Inspect, exercise, grease, repair and maintain valves and related appurtenances: schedule and conduct annual inspection and exercising program. A typical way tc obtain the knowledge and abilities would be: Equivalent to graduation from high school and three years of progressive13 responsible experience working with water dislribution systems. SPECIAL REQUIRE MENTS; Possession of a valid California Class C Driver's License. Must obtain an American Water Works Association (AWN Grade 1 Water Distribution certificate within the first year of employment. May be required to use respirators which prohibit full beards and facial h: that may interfere with a proper respirator fit. PHYSICAL REQUIRE F&lEm/ WORKING CO NDITIONS; Work is performed outdoors in all weather conditions and exposure to ~ and other hazards.
