RECOMMENDED
Introduce Ordinance No. jYS-316 amending the Carlsbad Municipal Code to designate
a TWO-HOUR PARKING zone on each side of Christiansen Way from State Street westerly
ITEM EXPLANATION:
Staff in the Housing and Redevelopment Department received a request from two business
owners on Christiansen Way requesting that a TWO-HOUR PARKING zone be established
on both sides of the street. The concern of the two business owners is that commuters
or others using the parking lot at the Village Transit Station will park in front of their
business for a long period rather than using the transit station parking lot. If this happens,
the limited number of parking spaces in front of the businesses will not be available for
customers.
Christiansen Way, sometimes also referred to as Cedar Street, is the primary access to the
transit center from State Street. There are six on-street parking spaces total on both sides
of Christiansen Way to serve the two businesses. Long-term daily parking in these spaces by commuters would represent an unnecessary hardship to each business.
This matter was discussed by the Traffic Safety Commission at their June 5,1995 meeting.
Adequate long-term parking is available in the transit station parking lot to offset the time
limit for the six parking spaces on Christiansen Way. The Commission recommended by
a 4-0 vote that a TWO-HOUR PARKING zone be established on each side of
Christiansen Way from State Street westerly to the alley that parallels the railroad tracks.
FISCAL IMPACT!
Installing four TWO-HOUR PARKING signs will cost approximately $405.

As the owner/operator of Coast West Small Engine Repair, the Lawnmower Shop, I request that two (2) hour parking be posted on Cedar Avenue be- tween State Street and the NCTD Station.
Since the construction qf the NCTD Station,
numerous parking spaces have been removed from the Cedar Avenue location. These missing spaces were
very important to the business health of not only

The City of Carlsbad has allowed Cedar Avenue to be reduced from 26 parking spots to only five (5) parking spots
and must be protected from long term parking by persons who will be using the Coaster or doing business at other places of business,

ness in Carlsbad (since 1922). We would appreci- ate your consideration on this matter, Please understand the longterm strain the City has im- posed on us by removing the twenty-one (21) park- ing spots which we have relied on for the past forty five-(45) years, We need to protect the five (5) remaining parking spots for local mer- chants ,

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AMENDING TZLC SC, CHAPTER 10.40, OF THE CARLSBAD
MUNICIPAL CODE BY THE ADDITION OF SECTION 10.40.084 TO DESIGNATE
A TWO-HOUR PARKING ZONE ON EACH SIDE OF CHRISTIANSEN WAY FROM
STATE STREET WESTERLY TO THE ALLEY.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1 : That Title 10, Chapter 10.40 of the Carlsbad Municipal Code is amended by
the addition of Section 10.40.084 to read as follows:
"10.40.084 There will be Two-Hour parking on each side of Christiansen Way from
State Street westerly to the alley."
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and
the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be
published at least once in a newspaper of general circulation in the City of Carlsbad within
fifteen (15) days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
27th - day of JUNE , 1995, and thereafter,
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the day of , 1995 by the following vote, to wit:
