ITEM EXPLANATION: In 1988, the State Legislature approved Senate Bill 140, the Transportation Dei Program. I The program has since been renamed the State-Local Transportation Program (STLPP) and is now funded annually (yearly cycles). The purpose of the pi provide matching funds to local agencies willing to generate new sources of revenue 1 The intent is to help cities, such as Carlsbad, that have set up local programs as fund such as the Public Facilities Fee and the Traffic Impact Fee. Matching funds apply only to construction and construction management costs. utilities are not eligible. Projects included in Cycle 7 must be under construction bc 30, 1994 and June 30, 1997.
