This process may include an option, pursuant to ow carlier permission to plan, to c1tat.e a 27 hole fadity which will ultimately serve both the proposed LEG0 resort and the Carlsbad community. Furthc.r study of the potential for a 27 hole facility utilizing a ponion of the Carisbad Ranch/SDG&E pruperiy together with the property recently acquired by the City has led us to conclude Uut sigxiificani ptcntid benefits to the City may arise from a phasing which contemplates an hiti81 18 holes including the Carlsbad Ranch property, and connecting the additional 9 holes with construction of ff IC n'sori. Such a phasing may signlficanfly improve the initial economic viability of rhe municipal coune. Because of the absencc uf significant environniental constraitits, the municipal course may also be realized earlier providing p18y fur the: wmmunity much sooner.
