ITEM EXPLANATION
Structural Fire Engine This type of apparatus is designed to fight fires in structures ar
as the primary 'Lfirst responder" vehicle to a wide variety of emergency incidents beca
versatility. Also referred to as a "triple combination', these vehicles carry hose, water and lac
three components of "triple") as well as other tools and equipment.
Wildland Fire Engine This is a 4 wheel drive apparatus designed specifically for hea\ road service to combat wildland fires. The amount of water carried is similar to that tx
structural engine, but the hose is generally smaller in diameter and lighter. A ladder may t
be carried. Other tools and equipment are specific to wildland firefighting.
Emergency Rescue Vehicle This is a specialty truck that will vary from agency tc
depending upon their specific needs. In our case, we have designed the vehicle to provi

The vehicles to be replaced, two 1971 American La France structural engines, one 1977 I
One wildland engine and one 1964 Ford C750 emergency rescue vehicle, exceed tk
mileage requirements of the Cis vehicle replacement program. The apparatus will be sol
or to other agencies.
In accordance with Section 3.28.1 40 of the Municipal Code, specific Requests for Proposi
for each type of vehicle. For Structural Engines, four proposals were sent and three resp
received, Wildland Engines produced two responses from three requests and therc
responses from six requests for the Rescue Vehicle.
The above referenced section of the Municipal Code deals with purchases through
negotiations rather than sealed bids. This process is used for the acquisition of higt
equipment where sealed bidding is inadequate in determining purchases that wou
beneficial to the City. The proposals were evaluated by staff from Purchasing, Fleet Maint
the Fire Department in five areas: 1) price, 2) construction quality and design, 3) avE
timeliness of service, 4) length of time for delivery, 5) references. Each area was
accordance to its importance to the City.

The highest evaluations for the Structural Engines and the Wildland engine were rea
Seagrave Fire Apparatus, Inc. and Master Body Sales & Service, Inc, respectively. In the cat
Rescue unit, after the initial evaluation, two proposals were determined to be of equally hi!
The two vendors were contacted for clarification and asked to provide additional informatior
Fire Equipment Co. was selected since it will be able to provide the vehicle which rn
requirements for $36,000 less than the other vendor. The costs for the vehicles, including :
are as follows:
Two Structural Fire Engines $534,420.06
One Wildland Fire Engine 150,299.69
One Emergency Rescue Vehicle 165,126.68
FISCAL IMPACT
The total cost for the four vehicles is $849,846.43. Funds in the amount of $800,000 h
appropriated for the purchase of these vehicles. An additional appropriation of $49,846.43 i<
for these purchases and Staff recommends that funds in the amount of $49,846.43 be ti
from the Vehicle Replacement Fund to the Vehicle Capital Outlay account for the purchas
vehicles.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA AUTHORIZING THE MECUTION OF
PURCHASE ORDERS FOR TWO STRUCTURAL FIRE ENGINES,
ONE WILDLAND FIRE ENGINE AND ONE EMERGENCY RESCUE
VEHICLE.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
California, as follows:
1. That the proposal of Seagrave Fire Apparatus, lnc.,105 East 1
Clintonville, WI 54929 is hereby accepted and the Purchasing Officer is hereby aui
