HR DEP W’ CIT’ 0 w B rc& FL 2 z 0 F 0 a d z 3 0 0 CIT&F CARLSBAD - AGEN~ BILL I+ RECOMMENDED ACTION: 95-236 Adopt Resolution No. establishing a new classification of Assistant to the ’Treasurer an amending the General Employees’ Classification and Salary Plan. ITEM EXPLANATION: Historically, clerical support to the Treasurer was provided through the use of hourly staff other finance department staff as needed. Gradually over the years as a result of the City’s growth and shift in policies, the investment portfolio has more than doubled and at the samt time become more diversified, therefore requiring more day-to-day management of the investments and transactions. Because the Treasurer is staffed as a half-time appointment responsibilities of the daily monitoring of transactions, preparation of reports and researc have become the responsibility of one hourly position dedicated to assist the Treasurer. Si 1989, an hourly employee has been performing this job on a half-time basis. At the request of the Treasurer, with the approval of the Investment Review Committee, thc Treasurer’s Office received approval to establish a regular three-quarter-time position tc ensure the continuity and stability of employing a regular staff member to handle this crit job. This three-quarter-time (designated in the budget as .75 Eull Lime Equivalent) posit will take the place of the half-time hourly position. Based on a review of the specialized duties required for this position, Human Resources ha: worked with the Treasurer’s Office to develop the attached class specification (Attachment Staff recommends the salary range placement at range 58 - $1,282.90 - $1,559.37 biweekly- comparable to the other similar classifications in the City. This position is alrc included under the Conflict of Interest Code requiring disclosure statements. FISCAL IMPACT: The estimated annualized salary and benefit cost establishing this position is $30,000. Th annualized three-quarter-time salary range for this new position is $2501 7 - $30,408 This position has been approved in the FY 1995-96 budget as a .75 FTE position, therefor1 adequate funds are available within the department‘s salary account. RAUTENKRANZ, city Clerk 1 (SEAL) 0 a 8/4/95 Attachment A Resolution No. 95-23t CITY OFcARLsaAD JOB DESCRIPTION JOB TITLE DEPARTMENT: TREASURER’S OFFICE BASIC FUNCTION: Under general supervision, performs technical, analytical and administrati work specific to the cash management functions of the City Treasurer’s Office; researches investment information; maintains and prepares a variet of financial and investment records and reports; and, provides general clerical assistance to the City Treasurer. DISTINGUISHING CHARACTERISTICS: This position is distinguished from the accountant as a specialized financip position in the area of cash management, banking and investment function This is a one position classification. KEY RESPONSIBILITIES: Assists the Treasurer in managing the City’s cash accounts by monitoring daily bank balances, interest rates, projecting expenditures, and transferr funds between various accounts in order to maximize revenues available fo daily investments. Prepares wire transfer instructions, verifies transactions and investment confirmations daily. Researches City receipts and disbursements for cash flow forecasting. Prepares an annual cash budget for all funds based on past financial activil and projected expenditures. Maintains the investment database portfolio, files and statements and reviews and reconciles statements from all banking, and LAIF accounts w the investment database. Conducts routine financial and investment studies as requested. Prepares a variety of reports to the Treasurer, Investment Review Committee, and City Council. ASSISTANT TO THE TREASURER 0 Assistant to the Treasurer, p. 2 of 3 Maintains all statistics on State and County apportionment income (propert tax and revenue sharing receipts), investment and bank account interest income. Attends and takes minutes of quarterly Investment Review Committee. Coordinates information with other City departments, outside agencies and businesses related to the City IIkeasurer office activities and maintains communications with brokers, banking representatives, City officials and tl public requiring treasury assistance or information. Perfoms clerical support and other related duties as assigned. REPORTING RELATIONSHIP This position reports to the City Treasurer. DESIRABLE QUALIFICATIONS Knowledee of: Principles, practices, terminology and procedures used in cash managemc and investment functions. City policies and procedures related to assigned duties. Methods and techniques of statistical analysis and report presentation. Standard office methods, practices and procedures. Computerized accounting and recordkeeping systems and related softwari applications for performing required duties. Ability to: Perform cash management and forecasting duties, recommending actions and making independent decisions applying appropriate guidelines. Collect, analyze and interpret data pertaining to cash management, investment and related financial functions. Communicate clearly and concisely, orally and in writing. Properly interpret and make decisions in accordance with regulations, policies and financial guidelines. EXPERIENCE AND EDUCATION: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities is qualifymg. A typical way to obtain the knowledges and abilities would be: Equivalent to a Bachelor’s degree from an accredited four year college or university with specialization in finance, banking, accounting or a related business management field, a, one year of increasingly responsible experience in finance, banking, accounting, stock brokerage or municipal government investment activities.
