RECOMMENDED ACTION:

Adopt Resolution No. 95%%3 declaring the City of Carlsbad’s intention to par
other local jurisdictions in the North San Diego County Coastal Region to address tl
the homeless persons and families on a region wide basis.
ITEM EXPLANATION:
On April 5, 1995, the City of Oceanside held a workshop to discuss a regional i
dealing with the needs of the homeless in the North County Coastal region. Elec
and/or staff from Encinitas, Carlsbad, Vista, and San Diego County were in attend;
As discussed during the workshop, the homeless are not residents of any comrr

any given time. The needs of the homeless are both a local and regional issue
confined to the boundaries of one city in particular.
Therefore, as recommended at the conclusion of the workshop, North County Coast,
the County of San Diego should consider a region wide approach to meeting the n

On July 13,1995, the City of Carlsbad Housing Commission recommended that (

At this time, staff is requesting that the City Council adopt a resolution declaring
Carlsbad’s intention to participate with other local jurisdictions in the North San Di
Coastal Region to address the needs of the homeless persons and families on a
basis. There is no obligation to the City of Carlsbad other than the expression of I
approval of a regional approach to meeting the needs of the homeless.

FISCAL IMPACT:
There is no fiscal impact to the General Fund. The City of Carlsbad will only bc
participation with other North County Coastal jurisdictions to address the needs of th
on a region wide basis and is not approving any specific program or project.

OF CARLSBAD, CALIFORNIA DECLARING THE CITY’S
INTENTION TO PARTICIPATE WITH OTHER LOCAL
JURISDICTIONS IN THE NORTH SAN DIEGO COUNTY
COASTAL REGION TO ADDRESS THE NEEDS OF
HOMELESS PERSONS AND FAMILIES ON A REGION
WIDE BASIS
WHEREAS, addressing the needs of homeless persons and families trans
jurisdictional boundaries; and
WHEREAS, the City of Carlsbad desires to address the needs of its hon
persons and families within it jurisdictional boundaries; and,
WHEREAS, the City of Carlsbad desires to cooperate with other
jurisdictions in the North San Diego County Coastal region to address the needs of hor
persons and families;
NOW, THEREFORE, BE IT HEREBY RESOLVED, by the City Coul
