H/RED 0 CITY OF CARLSBAD - AG F& 19 A BILL REQUEST FOR THE CITY TO DONATE FOUR AUTHORITY FOR THE BENEFIT OF THE FAMILY SELF- SUFFICIENCY PROGRAM. RECOMMENDED ACTION: ADOPT City Council Resolution No. 95- 2 6s APPROVING a request for the Cil four surplus microcomputers to the Housing Authority for the purpose of utilizing suck in support of the Family Self-Sufficiency (FSS) Program. ITEM EXPLANATION: On July 26, 1994, the Housing and Redevelopment Commission authorized the Housi to appropriate $30,000.00 from its operating reserves in order to implement the F5 The FSS Program is designed to enable unemployed, underemployed or undereduci 8 Housing Participants to achieve economic independence from public assistance. receive assistance in removing barriers that prevent them from engaging in job-trainin educational programs and/or employment opportunities. The FSS Program is a mandate of the Department of Housing and Urban Developr The Housing Authority has a responsibility to assist a minimum of thirty (30) FSS pz achieve attainable career goals, e.g. completing course work for a GED, vocatio entrepreneurial programs and increasing current job skills. Community-based organ institutions are used as the primary source of training and education. Additional i given to participants to assist in the removal of barriers that prevent the achieverr goals, e.g. tuition and book fees, lack of affordable child care, affordable transportat coping skills. The City currently has an inventory of seventeen (17) surplus microcomputers. Most college courses, vocat and entrepreneurial programs require the use of a computer. Most schools ar training programs do not have an adequate supply of computers available for student use. At this time, the Housing Authority is requesting four surplus microcomputers for the FSS program. Computers that are donated to the Housing Authority will be do participants based on a committee recommendation. The committee will be corn, City’s Housing Program Manager, a Program Coordinating Committee Member Participant. In order to ensure maximum benefit from the computers, the progre: participant in meeting hidher educational or vocational goals will form the basis oft recommendation. Appropriate waivers of liability and certification of disposal dl be provided as recommended by the City Attorney. Page 2 of Agenda Bill @ /?, 3/[ 0 4 The Municipal Code allows for surplus city equipment to be disposed of through pul negotiated sale to other municipalities or governmental agencies; by sealed bid; or b of the City Council. The donation of surplus computers to the Housing Authority c the public interest. The Housing Authority is a non-profit organization, exempt frc under the provisions of the Internal Revenue Code and its primary purpose is to prov service. All FSS Participants are residents of Carlsbad and recipients of Sectic Assistance. Their qualifying income for rental assistance was less than fifty (50%) median income. The Code of Federal Regulations authorizes the Housing Authority to provide supporl such as child care, transportation and any other services and resources to FSS Part are determined to be appropriate in assisting them to achieve economic independer sufficiency. FISCAL IMPACT: If this resolution is approved there will be no additional costs to the City. Ther reduction in the number of surplus items that are sold and therefore a reduction i donations are made.
